Duties

Help

The major duties of this position are:

  • Reviews and analyzes financial data, general ledger accounts, books of original entry, and related reports; and/or studies complex irregularities, which may necessitate an explanation, report of violation, development of innovative solutions, or other appropriate action. Reports and justifies actions taken to assure proper accounting treatment.
  • Conducts reviews, analyses, studies, and leads special projects teams to improve the quality, accuracy, and timeliness of all aspects of accounting, pay, and disbursing operations.
  • Conduct research and interpret data from various automated accounting systems.
  • Ensure proper accounting procedures are used and unliquidated balances are reconciled before cancellation.
  • Reviews and analyzes financial programs in relation to statutory, regulatory, and command requirements and prepares completed review reports to include observations and recommendations for program improvements.
  • Review financial transactions for compliance with command and budgetary guidance.
  • Studies, analyzes and interprets statutory, regulatory, and procedural directives pertaining to the overall accounting program to develop procedures applicable to ASA (ALT), the PEO/PM and/or subordinate organizations that provide effective implementation of program/financial accounting and reporting systems.
  • Evaluate appropriated funds to ensure that budgetary and proprietary financial statements are being prepared accurately and in accordance with generally accepted accounting principles.
  • Plans and inspects/audits operating segments that employ complex manual and automated accounting systems and diversified financial activities.
  • Establish internal control procedures to provide effective coordination and accomplishment of accounting operations and activities.
  • Interact with external groups to ensure internal controls and business operations are being conducted in a manner that will pass audit.
  • Monitors financial data and advises other accountants, budget analysts, program analysts, financial and program managers on accounting issues.
  • Performs complex research utilizing independent judgement and interpretation and various accounting systems which include, but are not limited to the following: General Fund Enterprise Business System (GFEBS), Global Combat Support System-Army (GCSS-A), Logistics Modernization Program (LMP), Standard Operations and Maintenance Army Research & Development System (SOMARDS), Standard Finance System (STANFINS), Mechanization of Contract Administration Services (MOCAS), Corporate Electronic Document Management System (CEDMS), and/or Shared Data Warehouse (SDW) comprised of a wide variety of financial transactions to obtain data and conduct extensive and complex analysis and reconciliation of financial records.
  • Lead reviews, analyses, studies, or special project teams regarding accounting, pay, and disbursing operations.
  • Provide advisory and recommend required changes to financial management policies and procedures for accounting, reporting, and fund control.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement:

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the education requirement above you must meet the specialized experience. Specialized Experience is defined as: (1) Applying accounting principles, theories, concepts, and practices needed to ensure financial management and accounting systems produce accurate results and meet legal and regulatory requirements.; and, (2) Displaying expert knowledge of accounting and financial management systems concepts, principles, and methods to perform analyses on various accounting systems; (3) Providing balance of informational, reporting and accounting needs of financial managers with regulatory requirements to devise functional changes. This definition of specialized experience is typical of work performed at the next lower pay band -NH-02 or equivalent grade level (GS-11) position in the federal service.
