Major Duties: This is not an all-inclusive list

A SECURITY SPECIALIST (PROTECTION), GS-0080-12, 1. Serves as the JFHQ-State authority and expert on all matters involving protection functional elements and integration of enabling functional requirements, policy, procedures, program status and serves as the conduit of information between the intelligence community and local state and federal law enforcement. Serves as the focal point to coordinate, de-conflict, and integrate various force protection staff initiatives, policies, and activities within the state. Serves as consultant to the Adjutant General, JFHQ-State, and unit commanders on protection. Establishes working relationships with local, state, and federal law enforcement agencies operating within the state on behalf of the Adjutant General. Conducts intelligence integration and information operations to assess potential threat and creates JFHQ-State integrated protection program.
2. Responsible for synchronizing daily operations and integration, coordination and plans resource management requirements for the Protection Program functional elements of Antiterrorism (AT), Intelligence Support to Antiterrorism, Emergency Management (EM), Insider Threat, Law Enforcement (LE), Mission Assurance (MA), and Physical Security (PS) for the State. Integrates sub-functional areas and develops a holistic protection program that meets the Adjutant General's objectives, Army National Guard (ARNG), Air National Guard (ANG), National Guard Bureau (NGB), Army regulatory, and Air Force Instruction requirements
3. Receives filter, focus, and fuse information from military intelligence sources, publicly available information sources, and local, state and federal law enforcement sources to develop a clear understanding of real or potential threat to all state forces. Must review classified information and determine what information constitutes law enforcement sensitive information. Responsible for the declassification of military intelligence that is deemed law enforcement sensitive and requires dissemination to local, state, or federal law enforcement agencies operating within the state
4. Plans, conducts, directs the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the State in relationship to protection activities. Works with engineers to assess and sign off on all construction projects within the state to ascertain that protection construction standards are complied with. Activities assessed may encompass all security specialties
5. Represents the Adjutant General at meetings, conferences, workshops, panels, etc., at NGB, MAJCOM, MACOM and other federal agency levels as the state Protection Officer. Serves as the chairperson for various boards and working groups to include intra-agency or inter-organizational committees to identify and resolve or to assign responsibilities for resolving safeguards and security issues or to perform similar work assignments, the Protection charters and Threat Working Group. Determines the need for, organizes, and conducts meetings, conferences, and workshops at the state level to discuss and resolve specific protection issues or problems, or highlight new security policies, procedures, and requirements.
6. May supervise AGR, Title 32, Title 5, contractors, and/or state employees directly, and through subordinate supervisors. Interviews prospective employees. Approves personnel actions, counsels, and evaluates subordinate employees. Assures compliance with Federal and local personnel management policies. Hears employee grievances and complaints; takes necessary informal disciplinary actions and when warranted, proposed formal actions. Implements the provisions of the equal opportunity program and employee/labor relations program and keeps employees informed on all aspects of the personnel program.

CONDITIONS OF EMPLOYMENT

Applicants who are not currently a member of the MN National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Selectee will be required to wear the military uniform.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Most MNNG position are covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must obtain the Security Professional Certification(s) within 24 months of hire.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The incumbent may be required to travel in military and/or commercial vehicles to perform temporary duty assignments

MILITARY COMPATIBILITY:
Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility.

The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Army National Guard.

Qualifications

MILITARY GRADES: O2-O4

Failure to obtain a compatible MOS may result in termination of employment.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:GS12 and above 1 year equivalent to at least next lower grade level.
General Experience: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
2. Plan and organize work; and
3. Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Education

EDUCATION: An undergraduate degree from an accredited college/university is mandatory.
The college degree work should include completed academic courses in sociology, criminology, police
administration, criminal justice, risk management, policy development or a related area.

AREAS OF PRIORITY: In Accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), Applications will be forwarded to the selection official to conduct reviews by area of priority as listed below

Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.

Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.

Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.

Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.


Evaluation Factors: Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position.
