Duties

Help
  • You will provide Subject Matter Expertise (SME) in the Systems Engineering, technical, and programmatic support to their assigned projects.
  • You will monitor technical progress and schedule of projects and products.
  • You will develop System Engineering Notebook (SEN) where appropriate to document decisions, risks, and/or system performance.
  • You will develop risk assessments for projects, monitor risks and mitigations, and present risks to senior leadership as required.
  • You will review products, generate documents, hold Test Readiness Reviews.
  • You will lead or assist in transitioning technology to the warfighter from Research and Development (RandD) into development, production, and delivery.
  • You will mentor project personnel for system engineering and technical aspects of the project. Help develop the next generation of Lead System Engineers and CHENGs.
  • You will oversee the development of critiques as required to prevent a repeat of high-risk issues and promulgate lessons learns to the department.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area SYSTEMS DEVELOPER, ADVANCED level within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position,

FOR ND-5 (GS-14/15 equivalent): your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band,ND-04 (GS-12/13 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector as a professional Engineer or Scientist managing, leading, or advising on projects related to underwater acoustics and the SONAR equations.

FOR ND-4 (GS-12/13 equivalent): your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band,ND-03 (GS-9/11 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector as a professional Engineer or Scientist implementing engineering projects related to underwater acoustics and the SONAR equations.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess one or more of the following:

FOR ND-08XX, Professional Engineering Series. -
Bachelor's degree (or higher) in engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET)
OR
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
a combination of college-level education, training, and/or technical experience that furnished
(1) a thorough knowledge of the physical and mathematical sciences underlying engineering,
and
(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

FOR ND-1520, Mathematics Series:
(1) Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.
OR
(2) Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

The total course work in either 1 or 2 above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

FOR ND-1550, Professional Computer Science Series.
(1) bachelor's degree in computer science.
OR
(2) bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.

This a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.

This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of SYSTEMS DEVELOPER proficiency level ADVANCED and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.
