Major duties and responsibilities are summarized below.

The purpose of this position is to provide purchasing and procurement-related support to WFR and various Morale Welfare Recreation (MWR) and 36th Force Support Squadron (36FSS) activities at Naval Base Guam (NBG), Andersen Air Force Base Guam (AAFB), Marine Corps Base Camp Blaz (MCBCB), Guam. Performs a variety of clerical and technical functions in the processing of procurement documents, service contracts, blanket purchase agreements, etc. Provides clerical and administrative support throughout the acquisition process. Receives and analyzes purchase requests and other related documents for a variety of supplies and services unique to WFR, MWR, and 36FSS needs. Processes vendor and purchase order data into computerized system (SAP FICO AP). Provides technical assistance to facility managers, procurement personnel, designated BPA callers and receiving agents. Organizes and maintains files and records, manuals, handbooks and other related materials. As required and designated, serves as NAF GPC cardholder for the region.

Experience in applying procurement procedures and techniques. Knowledge of procurement procedures and the laws, regulations, and precedents governing NAF procurement. Working knowledge of CNIC 7043.1 NAF Procurement Policy and other procurement policies as required. Ability to investigate and research discrepancies and/or any procurement related issues. Ability to communicate effectively, both orally and in writing. Must possess good interpersonal skills enabling incumbent to work effectively with others at all levels. Working knowledge of automated software, word processing, database, and spreadsheet software, Internet, and other programs as required. Knowledge of SAP FICO-AP Module is preferred. knowledge of NAF Purchase Card Standard Operation Procedures is preferred.
