Summary

This position is located within the Office of Information & Technology (OIT), Infrastructure Operations (IO), Regional Operations at a Consolidated Mail Outpatient Pharmacy (CMOP) within the U.S. The CMOPs are 24 hour a day VHA facilities each supporting a seventy-two-hour (72) mail order prescription factory fulfillment operations for VA Medical Centers (VAMC's) to the nation's veterans.

Major Duties:

  • Coordinates large scale pharmaceutical emergency workload diversions to support catastrophic operational events working between factory facilities across CONUS to ensure a half million prescriptions are sent to Veterans daily.
  • Provides direct support to all specialized robotic bottling operations ensuring a steady continuity and balance between IT support missions.
  • Presents technology change to committees and justifies, defends and negotiates matters involving significant issues (technology, manpower, dollars, equipment and time).
  • Coaches the team in the selection and application of appropriate problem solving methods and techniques.
  • Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed
  • Executes IT initiatives to include planning, design, acquisition, implementation, operation, and disposal of IT infrastructure.
  • Designs, develops, and manages systems that meet current business needs but will meet future business requirements that will extend, enhance or optimize the current architecture.
  • Identify new methods and technologies that offer advances in how IT provides services in support of the customers.
  • Perform system maintenance and repair activities, as well as software and hardware enhancements.
  • Document solutions to problems and recommends fundamental changes to system configurations to prevent recurrences
  • Develop metrics for the evaluation of IM/IT effectiveness and efficiency.
  • Implement metrics for the evaluation of IM/IT effectiveness and efficiency.
  • Develops performance standards; and evaluates work performance of subordinates.
  • Identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.

Work Schedule: Monday-Friday 8 a.m. to 4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements: Applicants must meet the basic requirements in the individual occupational requirements to be fully qualified for the specified series and entry grade. T o meet the basic requirements for the Information Technology (IT) Management Series 2210 you must possess:

Experience: For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

In addition to meeting the Basic Requirements as listed above, applicants must also meet the Specialized Experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery knowledge of and skill in the following: Managing daily operational environment of IT Infrastructure within established policy, standards, and guidelines; coordinating with multiple partners and Service lines to support day to day operations; Website support includes monitoring status, overseeing engineering efforts, and maintaining control over tasks, requests and incidents in support of customer requirements; information Infrastructure and Program management includes supervising technical support personnel to assure interoperability and integration of systems; project management along with coordinated financial budgeting; Cloud and on-premise operating systems, network infrastructure, file systems, zero trust security protocols, Risk Management Framework (RMF) and assessments, system scanning, server planning, management, maintenance, troubleshooting and monitoring, maintaining current Standard Operating Procedures (SOPs); identifying current risks, planning architectural planning, and providing technical advice; information Systems Life Cycle Management (LCM) along with Change Control and pre-planning for Disaster Recovery; governmental regulatory standards and policies; internal operations, Service Now (SNOW) ticketing system, Monitoring tools, Agile Framework & methodology, and production operations is highly desirable; supervisory skills to manage remote staff in various time zones.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is both sedentary and active, requiring walking through out the medical center/CPOCs/Clinics or other designated areas. Duties may require lifting, carting and carrying computer equipment such as monitors, and printers weighing 20-40 pounds or drive a motor vehicle. Asking assistance from other specialist to help with lifting is encouraged.

There may be limited crawling under desks and behind areas to gain access to equipment. The work does not require any special physical effort.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
