As a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), GS-2130-9, you will serve as a Distribution Traffic Management Specialist, which provides technical expertise, support and execution relating to the movement of equipment, supplies, and personnel for both peacetime and wartime.

Major Duties - This is NOT an all-inclusive list:

  • Analyze and advise on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes.
  • Assist in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects.
  • Provide input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL).
  • Analyze traffic data and characteristics to determine areas of potential improvement and makes recommends for changes to the Traffic Manager; identifies economic and efficient uses of transportation; and projects mission transportation requirements.
  • Ensure that traffic management and transportation services required to support the mission are accomplished.
  • Ensure the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services.
  • Make recommendations for changes in local policies and procedures to support the economical movement of contractually procured materials from vendors.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted - May not exceed E-8

GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided you with the knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations; skills in dealing with others in person-to-person work relationships; experience using computer and automation systems.

One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

SPECIALIZED EXPERIENCE: GS-9 Level MUST possess experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively; experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures; experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges;; experience which involved negotiations with carriers on individual shipments or traffic movement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
