Summary

As a Senior Contract Specialist, you will be responsible for performing pre-award and post-award functions involving highly specialized procurements of utilities and utility services, to include Carbon Pollution-Free Electricity (CFE).

Help

  • Performs pre-award and post-award functions involving highly specialized procurements of significant importance to the agency. Requirements typically involve systems or programs such as those involving research, development and production of extensive, specialized equipment or systems; state-of-the-art Information technology products, equipment and/or services impacting customers throughout the nation and/or world; or similarly complex commodities and/or services integral to national defense or security.
  • Performs procurement planning. Identifies those large-scale systems, components, equipment, and services to be acquired by contract. Develops procurement objectives and strategies in terms of competition and price range and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations. Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
  • Serves as an advisor to program officials in procurement planning meetings, identifying the procurement objectives and methodologies to be used and assists in the preparation of statements of work and acquisition plans. Prepares determinations and findings and solicitation documents. Performs detailed analyses of all elements of cost in contractor proposals and makes competitive range determinations.
  • Plans a comprehensive negotiation strategy, coordinates strategy with others technical experts involved and leads negotiations which are conducted with contractors to develop the contract prices and terms. Awards the contract.

The Contract Specialist  salary range starts at $ 98,496 to 158,432 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  
You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-XX in the Federal service. Specialized experience is defined as experience performing the full range of pre-award and post-award activities for the acquisition of a variety of complex or specialized products or services utilizing performance based provisions in various types of contracts such as Firm fixed price; OR experience applying contracting regulations, policies, and procedures and an organization's program and technical requirements to conduct reviews of contracts or contracting actions and recommend or plan improvements to an organization's procurement program.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Expert knowledge of the Federal Acquisition Regulation (FAR), General Services Administration Manual(GSAM) and possess ability to interpret laws, regulations, principles and policies to generate new procurement concepts and to recommend to top management approval of procurements for the largest, newest and/or critical state of the art systems, equipment and services.
  • Mastery of the principles of acquisition planning sufficient to develop and implement a plan to procure contracts for highly technical equipment, systems and services.
  • Mastery of Federal and Agency procurement objectives, policies, manuals and regulations, national and worldwide contract laws and procedures applicable to the acquisition and contract administration of a wide range of highly technical, complex equipment, systems and services.
  • Skill in negotiation techniques to conduct contract negotiations and to meet and deal with high-level business, industry, scientific and/or Government officials.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
