Summary

As an Information Technology (IT)  Specialist, you will serve as an expert IT Specialist.

Location of position: Federal Acquisition Service (FAS), Office of Information Technology Category (ITC), Office of Enterprise Technology Solutions, Operations & System Management Division (Virtual).

Help

  • Provides expert technical advice and guidance in IT and telecommunications to client federal agencies in multiple IT specialty areas.
  • Serves as an expert technical resource and advisor in support of multiple concurrent programs and projects encompassing the wide range of information technology disciplines supporting telecommunications programs and projects.
  • Maintains knowledge of current IT and telecommunications technology and of associated emerging technologies and their applicability to customer agencies.
  • Provides program management activities associated with multiple complex projects throughout the systems development life cycle.
  • As the customer advocate/technical account manager to upper-level management contacts client agencies to acquire a full understanding of mission critical IT needs including budget constraints, risk factors, business and political pressures, and performance requirements.
  • Collaborates with team efforts in the design, development, and implementation of IT systems.

The GS-13 salary will be determined based upon duty location.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below:

SPECIALIZED EXPERIENCE REQUIREMENT: Specialized experience is defined as:Establishing and maintaining industry partner and customer engagement and relationships;Working as a subject matter expert in information technology and working closely with senior officials within the organization or other customer organizations and vendors on a variety of technical issues involving information technology and telecommunications; Performing analytical and customer outreach work to ensure that solutions, products, and/or services meet state-of-the-art requirements in response to the customer’s unique IT and telecommunications business needs; Applying IT knowledge to plan, design, and implement new and improved technologies, systems, and telecommunications.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Experience in two or more of the following IT specialties: data management, network services, systems analysis, systems integration, systems administration, applications software/hardware, billing support, financial support, and/or customer support.
  • Experience in two or more of the following IT disciplines: Information systems hardware and software design, Wide area and local area communication systems design, Hardware and software performance analysis, Information engineering, System architecture development and evaluation, System and data security,System integration, Software development,Database management, Configuration management, Quality assurance.
  • Experience and skills that reflect the ability to work on the development of new programs and contracts and existing programs and contracts to ensure that the most current IT support technologies and services are made available for telecom vendors to deliver telecom services to ITC’s customers.
  • Experience and skills in requirements development, preparation of solicitations and evaluation and analysis of submitted proposals. Experience in monitoring of program and contract deliverables.
  • Experience forecasting and tracking costs to effectively manage project funding.
  • Experience that reflects knowledge and skills in IT specialty areas and ability to provide expert advice on and devise innovative IT solutions for a wide range of customer needs and demands.
  • Experience that reflects skills and ability to implement IT systems based on specifications received.
  • Experienced in the development and execution of plans, schedules, and programming requirements for theimplementation of IT systems.
  • Knowledgeable in the use of estimating techniques to develop independent cost estimates for projects.
