Duties

Help

As a Personnel Security Specialist (Quality Assurance), you will:

  • Advise top level Bureau security and subject-matter managers on new developments and advances in personnel security techniques; planning, organizing, and directing quality assessments.
  • Serve as an expert and technical resource on the requirements of each investigative case type, reciprocity, and continuous evaluation/continuous vetting background investigations.
  • Serve as an expert on the review of all records pertinent to federal background investigations, to include, but not limited to, law enforcement records, credit reports, education records, financial records, bankruptcies, civil and criminal court records, and the obtaining of same. In addition, you will be familiar with using on-line judiciary case search queries to verify legal data contained in reports of investigations and develop additional information and data not revealed in the investigation.
  • Verify all information contained in the Report of Investigation (ROI) and compare the information to the case notes to determine the credibility, relevancy, and sufficiency of same. Make telephone calls or sends re-contact letters to sources, to confirm the source interview/record information is valid. Conduct random check-rides with investigators to evaluate their professionalism and integrity. Information will be kept in the case file for reporting of staff member's performance and training needs. Familiarize yourself with the OPM PIPS/CVS system in order to identify previous investigations and adjudications, and to communicate with various federal agencies through the PIPS/CVS portal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized Experience for this position includes ALL of the following:

  • Preparing reports and investigations for indication of improper activities and identifying potential problems; AND
  • Providing technical advice and assistance concerning the issuance of national security clearances and investigative procedures and requirements; AND
  • Conducting quality reviews related to a personnel security program.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.

OTHER INFORMATION:

  • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for work days during the shutdown period.
CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
