Duties

Help
  • Serves as a subject matter expert who analyzes foreign military organizations and processes, assists the center’s research faculty, and interprets foreign language documents.
  • Selects, reviews, and synthesizes research from multiple sources and other analysts to produce diverse and complex, primarily open-source and all-source research products and responses.
  • Conducts threat analysis and projection of strategic intentions and joint and land-warfare forces and operations within assigned geographical and functional areas.
  • Conducts various types of comprehensive organizational studies and assessments of assigned subject areas (primarily China’s military) to identify subject capabilities and gaps and propose related content for scholarly publication.
  • Stays informed of military, political-military, technical, and other developments within assigned subject areas (primarily China) to conduct appropriate strategic assessments.
  • Assists in gathering data and composes required reports for research faculty involved with center studies, abstracts, publications, and presentations which arise from each research project.
  • Develops, implements, and maintains a filesystem or administrative process for all center research documents. Maintains confidentiality of research files and data.
  • Maintains close liaison with counterparts in other U.S. Government agencies, civilian academia, civilian research organizations, and coordinates with other analysts in the U.S. intelligence community.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a Tier 5 investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • As required, Temporary Duty (TDY) will be worldwide, up to 20% of the time.
  • Basic proficiency in Mandarin is required. Defense Language Proficiency Test (DLPT) Listen: 2 and Read: 2; or equivalent.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing research focused on the Indo-Pacific area, analyzing foreign military organizations and processes, and interpreting foreign language documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Selective Placement Factor: Basic proficiency in Mandarin is required. In order to verify applicants meet the selective placement factor, applicants are required to submit a copy of one of the following:
  • DLPT - Listening 2 / Reading 2
  • Any other U.S. Government Interagency Language Roundtable (ILR) approved exam - Listening 2 / Reading 2
  • American Council on the Teaching of Foreign Languages (ACTFL) Test - Advanced Mid
  • Hanyu Shuiping Kaoshi (HSK) - Level 6
