Summary

Serves as a supervisor over the Spatial Data Management Team, exercises full responsibility and delegated authority for planning, managing, directing, coordinating, evaluating and executing the regional programs and activities assigned.

This position is located in General Services Administration, Public Buildings Service of the National Capital Region.

Duties

Help

  • Evaluate and analyze Spatial Data Management (SDM) data and processes for accuracy, identifying and reconciling errors to improve program effectiveness, enhance customer satisfaction and/or establish or refine regional policies.
  • Supervise the Spatial Data Management Team (SDM) planning, assigning, and reviewing work; interviewing candidates for positions; making hiring recommendations or selections; maintaining discipline; approving leave/training; consulting with employees concerning complaints; and evaluating performance.
  • Provide technical advice and guidance in solving problems associated with assigning space, auditing procedures, customization and development of assignment drawings, data input, developing queries and generating specific reports.
  • Review and evaluate technical program documents to support space and realty determinations and related decision-making processes to ensure data is entered into AutoCAD, OASIS, and other data management tools. 
  • Serve as a technical advisor and liaison on matters pertaining to space assignments, space types, measurement methods, the National Business Space Assignment Policy guide, Usable/Rentable square feet and other SDM related issues.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-13 salary range starts at $112,015per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience managing and overseeing Computer Aided Facilities Management (CAFM) or Spatial Data Management (SDM) programs, providing technical and administrative expertise for CAFM or SDM, and leading team members in the accomplishment of program goals and objectives.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge to perform a wide range of analytical and program related duties associated with regional Realty Services and Spatial Data Management Programs.
  2. Knowledge in the application of methodologies used to achieve work goals, plan work to be accomplished by subordinates, evaluate work performance and counsel employees on both work and administrative matters.
  3. Knowledge to exercise delegated authority over the planning, managing, directing, coordinating, evaluating and executing the regional Spatial Data Management Program.
  4. Knowledge to review, evaluate and consolidate program measurement data and statistics.
  5. Mastery of spatial data management programs, principles, practices and techniques to support the overall coordination of operating requirements and the corresponding standards used to assess the integrity of data contained in financial tracking and information systems.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
