Summary

As an expert Project Manager, you will manage tasks, delivery orders, and contracts awarded on behalf of customer agencies. 

This office is responsible for the acquisition of products and services for federal customer agencies on a regional, national, and worldwide basis.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Help

Major duties include, but are not limited to the following:

  • Provides expert technical and acquisition guidance for requirements in the areas of Information Technology and Professional Services products.
  • Acts upon worldwide customer agency requests for the acquisition/procurement of Information Technology and/or Professional Services products and services and provides unique or tailored acquisition plans/strategies to meet the agency needs.
  • Develops relationships and partnerships with federal customers and industry to foster existing business relationships and establish new business opportunities. May serve as a Contracting Officer Representative (COR).
  • Establishes agency contacts and makes presentations on service offerings and promotes the use of available reimbursable service

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).  You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Any applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Appointment to the position will be contingent upon a negative drug test result.
  • Position requires the ability to obtain and maintain Federal Acquisition Certification in Program Management (FAC-PM) Program Level III certification.
  • Position requires the ability to obtain and maintain Federal Acquisition Certification in Contracting Officer Representative (FAC-COR) Program Level III certification.
  • Position requires the ability to obtain and maintain the newly established Federal Acquisition Certification in Information Technology (FAC-IT) Program Level III certification as well as; Future FAC certifications identified by the GSA Senior Procurement Executive applicable to the GSA acquisition community.

The GS 13 salary range starts at $112,015 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is performing full life-cycle management of multiple acquisitions from pre-award through post-award and contract closeout for information technology (IT), non-IT professional services, federal research and development, or technology development areas. This experience includes:

  • Developing and analyzing a wide range of complex pre-award requirements
  • Reviewing and developing requirement and acquisition documentation
  • Developing and implementing acquisition strategies
  • Formulating and executing project schedules
  • Monitoring contract performance and administering post-award contractual actions
  • Leading multi-disciplinary project teams and collaborating with multiple project stakeholders
  • Establishing new business opportunities by developing partnerships and networks with other federal agencies
  • Providing exceptional customer service to external customers outside of the candidate’s organization

  • The incumbent possesses a broad knowledge of government acquisition, procurement and project management principles utilized by customer agencies to conduct general business operations.

  • Skill in project management.

  • Expert knowledge of operating procedures, interagency agreements and methods used in developing agreements with other Federal agencies to meet the requirements of Title 31.

  • Mastery knowledge and expert skill in developing acquisition strategy for assigned customer agencies/projects, conducting market research, determining contract type.

  • Mastery knowledge of analytical methods, principles, and techniques required to receive, analyze, and resolve uniquely complex customer requests and problems.

  • Expert skill in conducting studies and analysis to arrive at solutions for customer requirements worldwide and integrating business and technology needs.

  • Skill in meeting and dealing with high level agency and contractor executives to communicate, defend and/or justify extensive and highly complex recommendations to customers.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
