Summary

As a Lead General Engineer you will lead a team of professional technical experts in the performance of a wide variety of General Engineering and/or related duties and responsibilities.

Location of position: Public Buildings Service, Mid-Atlantic Region (Region 3), Technical Branch, Design and Construction Division.  Location will be a GSA Region 3 office building, decided upon selection.

Duties

The major duties of the Lead General Engineer position include the following:

  • Serves as a GSA, PBS lead and technical advisor, manages R3 engineering projects which impact the effectiveness and efficiency of technical functions performed within the Office of Design and Construction (ODC), PBS, GSA.
  • Serves as a senior project advisor on the most politically sensitive and complex prospectus level projects.
  • Serves as an Engineering expert and makes project decisions and recommendations based on a  holistic, strategic approach considering design excellence, construction excellence and operational excellence on major design and construction projects.
  • Serves as an expert technical advisor in the establishment and development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact.
  • Leads a team and ensures technical design quality in all stages of projects and assists in facilitating projects reflecting the most effective and efficient solutions.
  • Serves as a trusted counsel to the R3 PBS Directors, GSA stakeholders and partners regarding major engineering issues and/or policies

The GS-14 salary range starts at $116,393.00 per year.  

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.

SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience managing and/or coordinating the activities of architects, engineers, tenant representatives and construction contractors in the planning, design, construction, and project closeout of owned and leased buildings involving large and complex buildings or major building systems projects. Experience should also include directing multiple phases of projects which can include preliminary planning, site selection, A/E selection, cost estimating, scheduling, pre-design, and design efforts; and performing reviews, analysis and inspections of project work to evaluate progress and compliance with federal guidelines and policies, technical standards, engineering principles and contract requirements.

  • Expert knowledge of and skill in applying project management techniques necessary to plan, coordinate and track progress on highly complex design and construction projects.

  • Skill in using pertinent aspects of the construction industry related to the design and construction of major projects to provide guidance and to lead teams in the performance of related technical work.

  • Expert knowledge of construction means and methods, to evaluate projects and to develop programs from a broad, technical perspective.

  • Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting are required.

  • Skill in using pertinent aspects of the construction industry related to the design and construction of major projects to provide guidance and to lead teams in the performance of related technical work.

  • Mastery of advanced principles, practices, theories, methods and techniques of engineering in terms of materials to perform lead technical engineering and related functions and to provide expert consultative advice and guidance to various stakeholders and partners within R3 and across GSA, PBS and to communicate with technical experts external to GSA.
