Federal Staffing Center (FSC) provides talent acquisition information technology and human capital consulting services to agencies through the USAJOBS, USA Staffing, Staff Acquisition, USA Hire, and Talent Acquisition Analytics programs. Duties

Help

  • Collects and analyzes financial data on a regular basis (e.g., monthly, quarterly, annually) from various sources to provide insights to stakeholders on the financial state of FSC programs.

  • Develops interactive (e.g., dashboards) and static (e.g., spreadsheets, written documents) financial reports to meet regulatory and non-regulatory resource management and cost reporting requirements.

  • Develops briefing materials and other knowledge resources to provide customers and internal stakeholders with information on funding and billing processes and issues.

  • Collaborates with program leadership and other stakeholders to develop annual budgets for the organization.

  • Leads budget execution for FSC programs, including monitoring expenditures and consulting with program leadership and other stakeholders, to ensure FSC meets established budgetary goals and objectives.

  • Manages the program's Interagency Agreements (IAAs) process, including reviewing IAAs, adding funds, and closing IAAs, to ensure agreements adhere to appropriation laws and regulations.

  • Serves as a technical representative to support the day-to-day administration of FSC contracts.

  • Manages the onboarding of contractor staff, including coordinating the security clearance process and providing access to equipment and IT systems, to ensure staff can start performance.

  • Leads administrative projects (e.g., efficiency studies, knowledge management initiatives, hiring process coordination) to strengthen FSC program operations.

Qualifications

For the GS-13: You must have one full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. Specialized experience for this position must have included all the following:

  • Managing the finances of a Federal program (e.g., budgeting, expense/revenue tracking, accounts payable and receivable);

  • Developing financial reports using data analysis tools (e.g., Excel, Power BI); AND

  • Supporting the administration of contracts (e.g., reviewing deliverables and invoices, monitoring contractor performance, onboarding contractor staff).

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
