The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent for this position will be paid according to the locality from which they will conduct their work. Incumbents are subject to a mobility requirement and incumbents will not be eligible for relocation expenses in the event the Library determines the position is no longer suitable for distant telework.

The position is located in the IT Service Operations Directorate and supports the Cloud Program Initiative within the Office of the Chief Information Officer (OCIO). The incumbent reports to the IT Supervisory Cloud Specialist and provides Finance and Development Operations (FinOps) Cloud Infrastructure and management analysis while engaging with a wide range of stakeholders to promote a culture of cost accountability and awareness for Library’s cloud consumption. The position provides oversight, support and execution of the following key areas: financial modeling, cost growth projections budgeting and forecasting, consumption analysis and rapid analysis of cost drivers, show back and analytics, and capacity management. While performing daily duties, the incumbent is also responsible for ensuring proper handling and security of Library of Congress materials. 

This position has a full performance level at the GS-14

Leverages cloud architecture and design industry best practices to provide review and validation of cloud services that have been implemented for existing projects. Researches cloud services for future business requirements and provide recommendations and pricing estimates for implement within an approved Cloud Service Provider. Provides expert alternatives analysis when comparing cloud services for requirements in order to recommend a target Cloud Service Provider. Coordinates the periodic reviews of current application accounts within existing Cloud Service Providers to ensure cloud governance standards are in compliance. Correlate monthly reporting on cloud compliance across all cloud service providers in order to provide enterprise-wide findings and mitigation tracking. Supports cloud implementation verification and validation activities, including cloud migrations and the implementation of new cloud services. Works with Library technical and business subject matter experts to develop solutions that will meet mission needs for the best value possible in cloud services. Propose, design, implement and maintain performance, security, and cost savings best practices to optimize the agency’s cloud presence and reduce costs. 

Analyzes cloud spend trends, opportunities for savings, and offers advisory services in order to provide specific improvement recommendations. Develops tools and capabilities to track and analyze detailed cloud hosting costs and trends by business unit/application to identify and recommend opportunities to reduce cost. Provides consultation to management of cloud operating budgets and/or charge back to internal customers. Presents business reviews to service unit senior management officials regarding progress and roadblocks on Total Cost of Ownership (TCO) topics. Develop and administer reporting and tracking system of all TCO/finance-related activities. 

Work with OCIO directorates to develop Cloud Deployment Strategies and governance for all cloud hosting platforms utilized by the library. Leads the Cloud Program office staff though the creation and maturation cloud governance, contracting, finance and standard operating procedures. Creates and develops required documentation and training to support building a robust FinOps practice (i.e., policies, processes, presentations). Provide monthly tracking and reporting of Enterprise-wide Cloud Service Provider Cloud expenditures and contract executing cloud services across the Library of Congress.

Performs contract analysis activities related to the significant acquisition of IT goods and services with a focus on cloud services. Monitors fixed-price contracts but may monitor other contract types, such as cost-plus-fix-fee, cost-plus award-fee, and time and material with moderate to high dollar values. Monitors vendor service delivery and performance through direct observation, written and verbal communications, and the review of vendor provided deliverables in accordance with terms and conditions of the contract.

Facilitates and participates in meetings at varying agency levels, and meetings with stakeholders outside agency. Prepares conferences presentations and briefings. Organizes background materials and conducts research on current technologies including development operations and security, cloud technologies, cloud computing architecture, recent computing trends and familiarity with enterprise architecture and enterprise application integration.

Performs various other related duties as assigned.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of cloud architecture, cloud services, and design industry best practices. **

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
