Help

As a Supervisory Accountant (Systems), you will:

  • Manage and direct day-to-day operations of the Division of Policies and Systems; direct execution of such work and supervise the activities of subordinate staff
  • Serve as the primary technical advisor to the Chief Financial Officer (CFO) on process improvement for financial management operations
  • Provide process improvement strategies to address process gaps, including those identified during internal control assessments, audits, and other evaluations
  • Develop and implement policies and procedures concerning NCUA financial and related systems in accordance with NCUA requirements, government wide requirements, Generally Accepted Accounting Principles (GAAP), as well as balanced with system capabilities
  • Act as primary manager of the financial and accounting related systems, establishing and monitoring controls, and ensuring compliance with accounting practices and NCUA policies, standards

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

CU-15
All applicants applying for the CU-15 grade level must have at least one full year of specialized experience equivalent to the CU/GS-14 grade level obtained in the private or public sector.

Specialized experience for this position is defined as experience:

  1. Serving as the technical advisor for financial systems and compliance with Information Technology General Controls (ITGC);
  2. Preparing accounting systems and financial management policies, procedures, or operational guidance for a company or agency;
  3. Developing and implementing technology-based solutions to automate manual accounting processes; and
  4. Leading or supervising a subordinate staff.
CU-14
All applicants applying for the CU-14 grade level must have at least one full year of specialized experience equivalent to the CU/GS-13 grade level obtained in the private or public sector.

Specialized experience for this position is defined as experience:
  1. Analyzing financial systems and ensuring compliance with Information Technology General Controls (ITGC);
  2. Preparing accounting systems and financial management policies, procedures, or operational guidance for a company or agency; and
  3. Implementing technology-based solutions to automate manual accounting processes
In addition to meeting specialized experience requirements, applicants much also meet basic education requirements.

Basic Education Requirements are as follows:
(A) Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting (to include accounting and/or auditing); or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting courses. The 24 hours may include up to 6 hours of credit in business law;
OR
(B) Combination of education and experience, at least 4 full years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through a written examination (the certificate must be submitted at the time of application);
OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semesters hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) you have successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meets the specified requirements.

For positions that are multi-graded, you may be noncompetitively promoted to the next grade level in accordance with OPM regulations and NCUA policies.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.

EXCEPTION: If you are a current non-supervisory NCUA employee and are selected for reassignment into a supervisory position, you may receive up to a 10% salary increase, not to exceed the National Pay Rate (NPR) of the pay grade. Management will consider your current salary in relation to the duties and responsibilities of the new position.
