Duties

Help

As a Native American Student Information (NASIS) Specialist GS-0301-11/12/13, your typical work assignments may include the following under supervision:

  • Serve as a NASIS administrator, provide expert guidance and advice involving the full spectrum of NASIS administration functions and coordination of various phases involved, including identification and defining program and user requirements, design and development, implementation and refinement, technical assistance, training, operations and maintenance.
  • Serve as the expert on data collection of various education program and student information and statistics for NASIS ensuring reliability and validity.
  • Serve as the specialist on NASIS projects involving specific components to facilitate NASIS improvement, wherein the incumbent is responsible for developing, coordinating, and providing guidance in accomplishing the necessary work to complete the project.
  • Develop and/or assist the supervisor in the development and implementation of policies, procedures, standards, regulations or instructions for program operations.
  • Serve as the primary troubleshooter and consultant for NASIS issues, and provide assistance to other staff specialists, Education Resource Centers and Schools for data gathering and analysis.
  • Determine appropriate products or services with customers to define project scope, requirements and deliverables.
  • Develop, modify, or provide input to NASIS plans.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

MINIMUM QUALIFICATIONS: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-11:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service that includes: Assists in providing the pull spectrum of NASIS administration functions for assigned organizations by participation in and coordination of various phases involved, identify and define program and user requirements, design and development, implementation and refinement. Provides technical assistance, training, operations and maintenance, assists in developing high-level analysis and strategic plans. Assists in consulting staff and school NASIS Administrators to implement standard database management procedures and ensures consistency in data input, maintenance, and retrieval in NASIS, including resolving identified problems. Prepares and presents detailed reports and related materials, including charts, graphs and spreadsheets. Assists in arranging and/or provides ongoing NASIS user training.

OR

Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

OR

Combination of successfully completed graduate level education beyond the first year of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for the position.

GS-12:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service that includes: Provides the full spectrum of NASIS administration functions for assigned organizations by participation in and coordination of various phases involved, including identification and defining program and user requirements, designing and developing, implementing and refining. Provides technical assistance, training, operations and maintenance, and conducts assessment of schools' procedures and processes of managing various student data. Develops high-level analysis and strategic plans for the continuous development. Assists in the establishment of and performs data verification/validation procedures. Reviews different reports, prepares and presents detailed reports and related materials, including charts, graphs and spreadsheets. Implements data extractions that meet the specific educational support needs, and develops high-level analysis and strategic plans for the development, evolution and use of the web-based student information system infrastructure.

GS-13:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service that includes: Provides oversight and administers the development, and implementation of the Native American Student Information System (NASIS) in support of the Bureau of Indian Education (BIE). Identifies program and user requirements, provides technical assistance, training and project management specialist work. Provides expert guidance and advice involving the full spectrum of NASIS administration functions and coordination of various phases involved, including identification and defining program and user requirements, design and development, implementation and refinement, technical assistance, training, operations and maintenance. Services as an expert on data collection for various education programs, student information and statistics. Identifies and analyzes project scope and requirements, develops or designs the methods and techniques to be used; develops plans and procedures, prepares and presents detailed reports and related materials, including charts, graphs and spreadsheets. Develops, organizes, and implements training, designs and coordinates development of data reports that meet the specific educational support needs, and conducts analytical studies, such as cost benefits analyses, or other research.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required unless using education to meet the minimum qualification requirement.
