The salary range listed on this announcement reflects the GS base rate and does not include locality pay. Upon selection, the salary will be adjusted to include the locality adjustment for the specific location.


The incumbent of this position reports to the Director of MVP and assists the Director and Associate Directors in a variety of special projects and management tasks with a focus on front office administrative support, program analysis, and project management. Duties include, but are not limited to:

  • Managing critical administrative tasks such as correspondence, meeting preparations, agendas, minutes, reports, action items and follow-up, and program office OKRs.
  • Developing and implementing processes to manage receipt, tracking and processing of funding, hiring, and other requests for approval by the Program Director or other program office team members.
  • Reviewing, analyzing, and interpreting incoming requests, recommending appropriate action, or suggesting appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities.
  • Providing managers and employees with reference material and information about the organization's HR policies, procedures, and guidelines, as well as interpretation about those policies, procedures, and guidelines when issues being addressed are of moderate difficulty requiring interpretation and adaptation of regulations and guidelines.
  • Maintaining the shared drive folders for the (Million Veteran Program) MVP ensuring the validity and integrity of information entered into and currently contained within the databases.
  • Utilizing the databases to research, analyze, compile, organize and summarize a variety of substantive information for dissemination and reports.
  • Monitoring activities and documenting project milestones to ensure goals are achieved, reviewing data from numerous feedback mechanisms and studies, summarizing information, identifying trends, and proposing potential solutions to the Director for consideration.
  • Writing and editing technical documents, including research solicitations; conducting literature reviews and background research; preparing briefing and presentation materials; providing technical assistance; planning meetings; drafting and preparing correspondence with committee members; documents and tracks of project activities.
  • Planning, conducting, and/or managing special projects or studies to analyze, evaluate, and provide recommendations on administrative programs or issues.
  • Conducting detailed analyses of complex data and work processes.

Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below. You must meet both the Individual Occupational Requirement and the Specialized Experience and/or Education:

Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You may qualify for the GS-11 based on your experience or education as described below:
  • Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: synthesizing information and conducting computer-assisted database searches; conducting detailed analyses of complex data and work processes; preparing briefing and presentation materials; planning, conducting, and managing projects; managing correspondence, meeting preparations, agendas, minutes, reports, and action items and follow-up; and researching, analyzing, compiling, organizing and summarizing a variety of substantive information for dissemination and reports. OR,
  • Education: Applicants may substitute education for the experience required for the GS-11 level. Must possess a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree, or LL.M., with courses related to the duties of this position. (Transcript must be submitted) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-9. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
In addition to the above, you must be a current, permanent GS-11 in a Title 5 occupation in VHA in order to qualify.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work of the position is primarily sedentary.
