As an Attorney-Adviser for the Real Estate Division, perform the full range of legal work in all phases of the Division's work and for other District functional elements
As officially designated Closing Attorney is responsible for the preparation, review and clearance of all necessary documents for acquisitions and/or relocations.
Advises Real Estate Division, as well as key state and/or municipal officials and/or attorneys representing those officials, on Corps of Engineers' interpretation, implementation, and policy guidance on P.L. 99-662 and other authorizing legislation.
Negotiates details of and, drafts documents associated with Local Cooperation Agreements, such as assurances! grants of right-of-entry and supporting data, to ensure compliance with policy, regulations and appropriate legal authority.
Renders legal opinions in conjunction with legal issues presented in the planning and implementation of projects leading to local cooperation agreements with local sponsors.
Ensures legal basis for actions necessary in connection with government acquisition of properties and assemblies covering direct purchase, lease transfer, or donation of real property.
Directs and coordinates preparation of condemnation assemblies and lays legal groundwork for U.S. Attorney concerning such proceedings.
Upon receipt of proposed actions, which range from design memorandum to draft land management proposals, conducts research or investigates the real estate facts as to pertinent laws, regulations and legal precedents
Instructs, prepares legal opinions and other advice pertaining to ethics, tort personnel law, and/or contractual claims in favor of or against the government for decision by Claims Officer, Manager, or Contracting Officer.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
The incumbent must be able to obtain and maintain a determination of eligibility for a Non-Critical Sensitive with Secret access security clearance for the duration of employment in this position.
This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
Qualifications
Position will be filled as a term appointment NTE 6 years, may be extended up to a maximum of six years. If a current permanent Army employee with Competitive Status (tenure 1 or 2), accepts a time limited appointment, they forfeit their permanent status and become subject to the provision of the term/temp appointment.
