This position is located in the Division of Dam Safety & Inspections, Risk-Informed Decision Making (RIDM) Branch, in the Office of Energy Projects.  As a Civil Engineer, some of your typical work assignments may include:

  • Serving as a team leader, engineering consultant, advisor, trainer, mentor, and authoritative source of information with specific recognized expert knowledge and experience in dam safety engineering and risk analysis and assessment procedures using related tools, knowledge, methodologies, and policies.
  • Continuously evaluating the RIDM program and recommending changes that may need to be made in RIDM processes, products, and decisions to reflect the latest state-of-the-art practices, guidelines, and policies; providing national RIDM policy guidance and interpretation to staff, licensees, consultants, other federal agencies, and non-Federal agencies.
  • Representing staff in meetings with the nation’s top engineering consultants and presents and/or defends the staff technical position on the most difficult, complex or controversial civil, hydrologic, hydraulic, structural, or geotechnical engineering matters.
  • Preparing engineering reports to establish and document the dam safety, public safety, and environmental and license compliance of the hydroelectric project.

In addition to the education required for this position, you must have one full year of specialized experience at or equivalent to the GS-13 level. Specialized experience is defined as: 1) experience in independently applying one or more of the following disciplines of civil engineering: structural, hydrologic, hydraulic, geotechnical, or engineering geology to the investigation, design, construction, operation, and/or maintenance of hydropower facilities or dams, and (2) experience in performing and documenting risk analysis, risk assessment, and risk-informed decision making related to the assessment of dam safety.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.

This vacancy is being used to fill positions in the remote work program. Employees selected for the remote work program will not be required to report to an official Commission duty station on any frequent, regular or recurring basis. Official duty stations will be verified and approved upon selection and will be set where the employee regularly performs his or her duties. Locality pay and cost of living increases for remote workers will be set within the General Schedule Locality Pay Table of the remote worker's official worksite.
