Duties

This position is located within the Department of the Interior, Bureau of Trust Funds Administration, Trust Operations-Settlement Support, Office of Trust Analysis and Research.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

1. Serves in a senior role with broad responsibilities that include monitoring, tracking, and reporting on the BTFA Administrative Appeals Program.
2. Coordinates case management and assignment to ensure appropriate staffing levels/skills mix and oversees Administrative Appeals Program docket calendar and tickler system to ensure regulatory and internal deadlines are met.
3. Researches and drafts decisions in complex administrative appeals cases brought pursuant to 25 CFR part 2, Subpart H, compiles administrative records for use in litigation challenging BTFA decisions, as well as provides briefings and/or issue papers, talking points or reports.
4. Recommends appropriate research, analysis, and accounting methods for addressing trust-related issues, conducts analysis of mismanagement and damage claims, and directs preparation of specific historical accountings or other specific research, analysis, and reports.
5. Applies various theories, processes, and procedures involving quantitative and qualitative measurement, analysis, and program/project management to recommend new or improve upon existing OTAR policies, handbooks, goals, and objectives.
6. Reviews and interprets pertinent laws, regulations, policies, and procedures.
7. Serves as a Contracting Officer's Representative (COR) or, until COR II certification obtained, supports COR in managing and administering contracts.
8. Serves as a project manager, overseeing the development of project management plans, leading records production and historical accounting, managing contractors, reviewing work products, tracking budget and expenditures, or other activities.

Salary Information
$116,393 - $183,500 per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level. The salary for the selectee will be adjusted to include locality-based pay entitlements as it pertains to the remote work location.

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience:
To qualify for theGS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Fulfilling federal Indian trust duties for individual Indians and/or Tribes;
2. Planning, coordinating, and overseeing major initiatives or projects to develop and implement new systems and/or processes;
3. Developing strategies and goals for an organization or a team and providing oversight and direction to achieve those goals;
4. Establishing and maintaining effective Internal/External working relationships (e.g., Team Lead, Contracting Officer's Representatives, Project Manager, or Supervisor); and
5. Researching and analyzing facts (e.g. financial transactional data) and issues, and drafting memorandums, recommendations, decisions or opinions.

This position is included in a bargaining unit. The Federation of Indian Service Employees (FISE), Local 4524, is the exclusive representative of all employees in this bargaining unit.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior.
