Duties

Help
  • Develop and implement CPIC and IT Portfolio Management policy, procedures, and guidance.
  • Assist and guide Program and Project Managers with project delivery performance and provide investment management subject matter expertise for requirements based on the DCMA IT Governance Framework.
  • Develop update and sustain major and minor investment decision artifacts for the Pre-Select, Select, Control and Evaluate phases of CPIC.
  • Compile data and prepare reports for IT senior management providing the status and health (cost/schedule/performance) of programs.
  • Apply knowledge of DoD IT regulations, Department of Defense Architecture Framework, and Unified Architecture Framework.
  • Support Enterprise Architecture Review (EAR) activities to include budget formulation support and budget execution and monitoring of the project portfolio.
  • Coordinate with system owners and functional points of contact to ensure system data is completely and accurately reflected in the appropriate System Registries and the internal tracking tool.
  • Provide PfM review and analysis of the information security governance framework and supporting processes to ensure the information security strategy is aligned with organizational goals and objectives.

Qualifications

To qualify for an IT Specialist (PLCYPLN) Position, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Developing, managing, and maintaining an information technology portfolio of investments; and/or experience performing analysis and assessments of information technology programs and processes
  • Developing and executing financial management, budget, and business operations
  • Developing and interpreting information technology mission, program policy, and financial operations
  • Developing information systems plans and specifications on new or existing systems to support enterprise architecture.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations
