Duties

Help
  • The CHCO serves as the principal advisor and consultant to the NDU President, Chief Operating Officer and nine NDU Components, on all matters affecting the University's human capital, human resources, and manpower.
  • The CHCO will ensure that policies and mechanisms are in place to implement the Title 5, Title 10, and military personnel and manpower authorities necessary to meet the human capital requirements of the NDU mission.
  • The CHCO contributes to formulating and operationalizing the NDU strategic plan in the human capital domain and acts as the Chair of the NDU Human Capital Council (HCC).
  • The incumbent makes authoritative recommendations for resolving key, critical, sensitive, and controversial human capital issues; the CHCO is dual hatted as the Director, Human Resources Directorate (HRD).
  • Plans, organizes, directs, coordinates, and reviews the work of the office with full supervisory and management authority for the long range planning, goal setting, and evaluation of subordinate staff.

Qualifications

Specialized Experience:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-14, within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as experience developing and implementing institutional strategy and guiding organizational change, working across organizational boundaries and establishing trusted partnerships and building relationships across an organization; experience influencing organizational culture and creating a climate that fosters professionalism, high performance and cognitive diversity; and using data and metrics to inform business process improvement and make human capital decisions; senior level executive C-Suite experience.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
