Summary

The Agricultural Marketing Specialist plays a critical role in advising Agency, Mission Area, and Departmental officials on key issues and decision-making processes on a variety of complex, important, and sometimes controversial activities concerning the administration of USDA grants, policies, and relevant programs. Responsibility includes carrying out broad functions and activities assigned to the design, implementation, and administration of the Farm Labor Stabilization Pilot Program.

Duties

Help
  • The duties may include, but are not limited to:
  • Advises key Agency, Mission Area, and Department officials, managers and staffs on the design and implementation of policies and programs.
  • Recommends long-range program plans and establishes and tracks milestones to accomplish the goals and objectives of initiatives related to the Farm Labor Stabilization Pilot Program.
  • Carries out a wide variety of significant, complex, and sensitive agricultural labor policy activities.
  • Ensures proper and timely attention is devoted to high level, high priority, urgent, and/or controversial issues concerning agricultural labor markets.
  • Drafts and finalizes the funding documentation, in compliance with 2 CFR 200, incorporating strategic elements, and employer incentives and requirements.
  • Develops and maintains relationships with subject matter experts, stakeholders, and potential collaborators to help serve the program and its long-term impact.
  • Coordinates with AMS and other USDA offices on grants communication and outreach, program.

  • Work is performed in an office setting. However, much of the work is conducted in demanding, urgent, and high-profile circumstances requiring the incumbent to exercise tact and discipline. Travel may be required.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience analyzing domestic and foreign agricultural labor markets.
  • Experience designing and developing agricultural programs using agricultural methodology, concepts, principles, and practices.
  • Project management skills, including drafting, reviewing, or approving technical project plans, and communication plans.
  • Collaborating in drafting grants and cooperative agreement documents such as Statements of Work (SOW) and Technical Requirement Documents.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Worksite Information: This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. Additional information regarding ad hoc, occasional, or reoccurring telework may be obtained at a later time from the hiring manager or program during the hiring process.
