If selected for this position, you will join a well-respected team responsible for providing technical and analytical assistance involving Litigation Support specialty areas which support information management needs of the United States Attorney's office (USAO), Western District of New York. The Litigation Support environment includes database management, hardware, software, troubleshooting, intake of discovery, cloud based management systems and litigation support operations. Typical work assignments will include:

  • Performing litigation support tasks associated with day-to-day operation of the litigation support systems. These duties include a variety of information technology support to meet information needs utilizing network hardware and software capabilities, including specialty litigation support software;
  • Providing technical advice to litigation teams on legal automation options, systems capabilities, and support services available to aid in case preparation, trial preparation and presentation.
  • Ensures systems availability, functionality, and efficiency by testing, implementation, and maintenance of litigation support resources;
  • Maintains systems/networks availability through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools;
  • Diagnoses and resolves problems in response to customer needs
  • Providing recommendations to attorneys and other district personnel as to the most technically efficient, and cost-effective designs needed to meet user requirements and litigation objectives through automation.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

To be qualified at the GS-09 and/or GS-11, you must possess:

Basic Requirement: Information Technology (IT) related experience, obtained through paid or unpaid experience and/or completion of specific, intensive training, demonstrating each of the following competencies:

Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit provides, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and respond appropriately.

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Note: This basic requirement does not apply to applicants who meet the requirements for substituting education for experience at the GS-09 or GS-11 as outlined below.

GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, OR Education.

Specialized Experience: One full year of specialized experience equivalent to the GS-7 level. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Specialized experience is defined to require each of the following: (1)provides trial team with technical litigation support in preparation for trial; (2) Uses case databases and/or software applications to organize, process, and produce electronically stored information; (3) uses established procedures to manipulate data in various formats for use in litigation; and (4) coordinates litigation support services in response to customer needs.

Education: One of the following types of education in a closely related field (i.e. computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.): a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, OR Education.

Specialized Experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Specialized experience is defined to require each of the following: (1) uses litigation support and project management strategies and tools for gathering, tracking, processing, reviewing, organizing, and producing case information in an appropriate, defensible manner; (2) organizes voluminous case information for easy retrieval through automated means such as processing electronically stored information, scanning, indexing, and production of documents into a database; (3) coordinates efforts with other individuals or entities involved in litigation team activities; (4) follows established procedures for data recovery and preservation of electronic evidence; and (5) coordinates litigation support services in response to customer needs.

Education: One of the following types of education in a closely related field (i.e. computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.): PH.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Interagency Career Transition Assistance Plan (ICTAP): The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
