Summary

This position is located in the Department of Defense, Office of the Inspector General (DoD OIG), Deputy Inspector General for Evaluations (DIG-EVAL). The program analyst is responsible for the review of significant areas of operations. This position conducts assessments and evaluations of programs, functions, and missions to facilitate changes by promoting efficiency and enhanced program results on matters of interest to members of congress, the Secretary of Defense, the IG, and DoD Leaders.

Duties

Help
  • Performs reviews and critical assessments of DoD programs involving national security, homeland defense, joint operations, military operations, logistics resource management, medical systems, and information management areas.
  • Develops plans, methodologies, and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives, and resources required for projects and conducts studies and evaluations.
  • May act as team leader on assigned project; provides instructions to team members, assigns work, provides training and reviews work products, ensuring responsive results and adherence to established goals and time frames.
  • Documents findings, prepares reports, ensuring adherence to report procedures, formats and protocols, providing supporting documentation, cross references or other information.
  • Researches laws, regulations, policies, procedures, and other relevant documents and data in program reviews; identifies potential data sources, determines relevance, and analyzes and applies results in studies.
  • Prepares input to Congressional or inquires relating to assigned projects and studies of evaluation statues, results implementation, best practices, lessons learned or other areas; prepares verbal and written reports on status of projects.
  • Designs and conducts complex surveys, reviews and similar initiatives to gather and evaluate information on program and management operations; analyzes and prepares reports of results, documenting findings and recommendations.

  • Must be a U.S. Citizen.
  • Position has been designated as Special Security designation level. Incumbent is required to obtain and maintain a TS/SCI security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov) .
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Perform reviews and critical assessments of programs in areas that include, but are not limited to, DoD programs, functions and missions worldwide, national security, homeland defense, joint and interagency operations, command function, military operations logistics resource management, medical systems, information management and Stabilization, Stability Operations, or comparable key program areas. May act as team leader on assigned project; provides instructions to team members, assigns work, provides training and reviews work products, ensuring responsive results and adherence to established goals and time frames. Develops plans, methodologies and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives and resources required for projects and conducts studies and evaluations. Designs and conducts complex surveys, reviews and similar initiatives to gather and evaluate information on program and management operations; analyzes and prepares reports of results, documenting findings and recommendations Documents findings, prepares reports, ensuring adherence to report procedures, formats and protocols, providing supporting documentation, cross references or other information while developing and documenting best practices, lessons learned and prepares verbal and written reports on status of projects.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experienceat the GS-13 grade level.
