Duties

Help
  • Provide support within the Recruitment and Placement program by performing a wide variety of HR assignments requiring research and analysis.
  • Utilize automated HR systems such as USA Staffing to process a variety of personnel actions throughout the recruitment and placement process.
  • Manage the new hire onboarding process, as well as, off-boarding employees.
  • Establish and maintain employee's electronic Official Personnel Folder (eOPF) for all new hires, ensuring documents are scanned into eOPF system.
  • Duties will be developmental in nature when filled below the full performance level.

  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
  • Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Qualifications

In order to qualify, you must meet the education and/or specialized experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience GS-05: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following: (1) utilizing personal computers and software programs to extract, revise, or sort information from files, records, or databases; (2) reviewing administrative work for completeness and accuracy; (3) maintaining a variety of personnel and/or general administrative records and files; and/or (4) receiving visitors and/or telephone calls while exercising judgment in screening those which can be handled personally or be referred to other staff.

OR,
Education:
Successful completion of at least 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business or technical school, junior college, college or university.

OR.
Combination:
An equivalent combination of specialized experience and education as described above, when combined, equals 100 percent of the total requirement. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Specialized Experience GS-06: Applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following: (1) answering inquiries concerning employment opportunities; (2) applying appropriate rules and regulations to determine pre-employment requirements; (3) reviewing personnel documents for accuracy and completion; and/or (4) processing personnel actions in an automated HR system.

Specialized Experience GS-07: Applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following: (1) initiating and processing personnel actions; (2) communicating with supervisors and managers on routine recruitment and selection requirements; (3) setting pay in accordance with organization policies and rules; and/or (4) utilizing HR systems to generate documents and/or retrieve and analyze information.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level.(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-06 and GS-07 grade level(s) of this announcement.
