This Public Notice is issued under Direct-Hire Authority (DHA) to recruit new talent to occupations for which there is a severe shortage of candidates. We have a severe shortage of qualified applicants for our IT Specialist positions. To help us fill these jobs, we have been granted “Direct Hire Authority” or DHA. This means that when we have a vacant job, we can hire any qualified candidate, either from this notice or from any source. The IT Specialist (DATAMGT/INET) duties include: 

Product Strategy and Development:

  • Working with government and contractor staff to develop and maintain a product strategy for specific programs in the Data and Analytics Portfolio, such as Data.gov, Feedback Analytics, and others. Ensuring that product strategy and development aligns with agency priorities as well as applicable statutory and policy requirements.

  • Collaborating with cross-functional teams and providing guidance to team members such as software engineers, data analysts and designers to develop and prioritize product requirements. 

  • Creating comprehensive product roadmaps. 

  • Leading, conducting, or participating in applicable planning, development, implementation and analysis for governmentwide standards such as metadata standards. Coordinating with other federal agencies on using web analytics to improve federal websites. Leading the build of repositories of tools and guidance.

Design and Analytics Integration:

  • Overseeing product design processes for Data and Analytics Portfolio programs. Working closely with user experience (UX)/user interface (UI) designers to create intuitive and user-friendly data visualization tools and reporting systems pertaining to open data, web analytics and federal website requirements.

  • Utilizing web analytics, data analytics, and data management tools to inform product strategy, identify user needs, and monitor product performance.

  • Ensuring that assigned programs meet user needs, provide clear value to stakeholders, and advance policy goals such as open data, web analytics, and customer engagement.

Stakeholder Engagement and Data Management:

  • Establishing and maintaining relationships with internal and external stakeholders. Participating in interagency and working groups to represent and advance Data and Analytics Portfolio programs and interests.

  • Developing and implementing processes and best practices for data management, such as metadata standards, data storage, data quality and data security.

The GS-15 salary range starts at $136,908 per year.If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. The total salary will be determined upon selection and based on the associated GS locality pay table for your assigned duty location.

 
Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate

GS-15 SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Competency Requirements listed above, you must have one year of specialized experience.  

Specialized experience for this role is defined as: 

  • Experience developing and implementing a product strategy that aligns with strategic objectives and user needs
  • Experience leading cross-functional teams of software engineers, data analysts, user experience/user interface designers to develop and deliver features
  • Experience overseeing product design and working with designers to create user-friendly tools, dashboards and reporting systems
  • Experience utilizing web and data analytics and data management tools to inform product strategy and monitor performance
  • Experience developing and maintaining relationships with internal and external stakeholders to represent and advance program interests

  • Ability to lead teams and collaborate with stakeholders in the development of widely used standards such as metadata schemas and web analytics for measuring performance of websites.

  • Mastery of and skill in applying IT principles, methods, standards and practices in IT customer engagement and user-oriented design and development and web analytics. 

  • Comprehensive knowledge in using UX and UI principles to oversee design and deployment of tools and reporting systems for open data, web analytics, and other federal website requirements. 

  • Mastery of and skill in applying IT principles and concepts for product development for data management and technical systems related to open data, web analytics and customer engagement.

  • Ability to establish and foster a variety of long term business relationships, such as with stakeholders, customers, and users and developing, collaborating and maintaining strategic relationships within customer agencies and across the employing organization to achieve common goals.

  • Knowledge of data management policies, tools, metadata standards, and web data policies.
