Help

As a Financial Analyst (Capital Planning and Stress Testing), you will:

  • Conduct research, analysis, and prepare reports on capital planning, stress testing, and other large credit union supervision matters.
  • Interpret internal and external policies and regulations for ONES management and other offices as required and provide advice for developing and implementing NCUA rules and regulations for capital planning, stress testing, risk management, and large credit union supervision.
  • Participate with field staff on sensitive or high-risk credit union matters. Provide expert advice and guidance to NCUA staff in their dealings with large or complex credit unions by assessing strategic risks and the impact on capital adequacy, capital planning, stress testing, and other large credit union functions.
  • Attend or conduct meetings with ONES management, other NCUA offices, or credit union officials and representatives with the purpose of implementing corrective programs or obtaining agreements to correct noted deficiencies from management in activities involving capital planning, stress testing, or large credit union matters.
  • Develop educational programs, write examiner guidance, and instruct educational classes on capital planning, stress testing, and other large credit union matters for internal and external groups.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-15 level must have at least one full year of specialized experience equivalent to the CU/GS-14 level obtained in the private or public sector.

Specialized experience for this position is defined as experience:
1) assessing asset and liability management programs and practices, including interest rate risk and derivative transactions, and simulation models in a depository financial institution with $1 billion or more in assets, and
2) assessing a depository financial institution's liquidity management process and/or contingency liquidity plans, and
3) utilizing Bloomberg analytics or other similar analytical models to research and assess investment risks.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.

The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 16.32% for the Rest of the U.S. (RUS) geographical area. Actual salary will be determined upon the location of the selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The locality rates, by location, can be found on the NCUA Careers webpage under the Salary Information section.
