Help

As an IT Project Manager you will perform the following duties for one of the following positions.

The Office of IT Public Buildings Services, Building Technology Services Division (IPC) provides IT Project Management support for building systems projects that depend on the GSA network or require remote connectivity. This includes new Capital Projects, system migrations, and system upgrade projects.

  • Serves as the subject matter expert and technology lead in the area of Internet of Things (IoT).
  • Serves as a Master Systems Integrator (MSI) expressing in-depth knowledge and understanding of IT networks, systems and protocols.
  • Collaborate with business leaders and stakeholders to define IoT roadmap and architect solutions in support of agency priorities and initiatives.
  • Leads the deployment and implementation of the IoT solution across the enterprise network.
  • Manages several concurrent specific IT projects and also able to respond well to high velocity projects by working closely with stakeholders to define project scope/requirements, tasks to be performed, deliverables, and schedules.
  • Meets with stakeholders, technical and management personnel, and vendors to identify issues, develop solutions, and assess capability of current technology to satisfy IT security requirements.
  • Practice hands-on experience with various building automation systems.

The GS-14 salary range starts at $116,393.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Applicants applying for the GS-14 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: 

Specialized experience is experience serving as an IT Project Manager with expertise in leading technology in the area of Internet of Things (IoT) by developing, implementing, and/or overseeing multi-year IT initiatives for an organization. Experience must include the following:

  • Serving as a hands on Master System Integrator (MSI) integrating and managing various complex IT network system and protocols oversee the integration of critical building management systems such as security systems, fire protection, Heating, Ventilation and Air Conditioning (HVAC), lighting control, and access control systems to ensure smart automation of a facility is both possible and effective.
  • Having hands-on experience with various building automation systems to include, but not limited to; Siemens, Honeywell, Automated Logic, Alerton, JCI, Tridium, Schneider, and Lutron.
  • Collaborating with business leaders to determine their top business problems, architecting an IoT solution that will solve the problem, contributing to the business case development to justify the Return on Investment (ROI), selecting technology and platform vendors, and finally, leading the deployment of the solution at scale, across the enterprise.

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. In depth knowledge and understanding of IT networks, systems and protocols.
  2. Skill in applying advanced IT principles, concepts, methods, standards, and practices.
  3. Skill in applying IT systems management methods, including enterprise architecture and design.
  4. Ability to communicate factual and procedural information clearly both orally and in writing.
  5. Skill in applying project management practices and techniques, including IT project management practices and techniques.
  6. Skill in interrelationships of multiple IT specialties; new IT developments and applications; emerging technologies and their applications to business processes; IT security concepts, standards, and methods.
  7. Ability in applying interpersonal skills.
  8. Ability in applying customer service practices.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
