Duties

Help

  1. As a Program Administrator, plans, organizes, and directs an integrated AF facility portfolio of energy projects/program, ensuring OEA complies with legal and regulatory requirements and meets customer needs.
  2. Performs assignments involved in program development and evaluation.
  3. Develops and provides expertise on advances within the energy field and provides related consultant and advisor services.
  4. Serves as a member of various internal and external boards to include cross service, DoD, Secretariat, Air Staff, and other federal agencies and national laboratories to address the full spectrum of facility energy opportunities, challenges and produce cooperative solutions that support Air Force energy goals and objectives.
  5. Carries out special projects and assignments to further support the office.
This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have one year, or will have one year within 120 days of closing of this announcement, of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector) which includes engineering work developing, designing, implementing, and overseeing an integrated facility energy portfolio; broad technical knowledge of state of the art energy technologies and materials; possesses the technical competencies to perform functional position requirements in overseeing engineering design teams, portfolio management and program analysis; prepares and/or executes programs, policies, procedures and activities in management and program analysis.
Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of concepts including programming, cost estimating, design review, project planning and development, and project execution. Extensive familiarity with other engineering disciplines including mechanical, electrical, civil, fire protection, life safety, energy, architecture, and knowledge of existing and applicable software applications in the functional area of responsibility to effectively manage engineering functions to support the organization's mission.
2. Knowledge and mastery of a broad range of methods and techniques used in integrating asset management, project/program management, planning, and acquisition in, Installation Management, Planning, or Facilities Operations.
3. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.
4. Knowledge of business accounting and financial management principles and procedures.
5. Skill in evaluating state-of-the-art technologies and incorporating these into the planning or design, budgeting, programming, life cycle, operation, maintenance, repair, upgrade, and cost estimates of installations natural and built infrastructure.
6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
