Duties

PLEASE TAKE NOTE: Due to the amount of mandatory overtime, outside employment is strongly discouraged. As a Construction Analyst at the GS-0828-11, some of your typical work assignments may include:

  • Determining the cause and extent of damages and methods of making repairs to residential and business structures.
  • Evaluating the cost to repair and replace personal, business, and commercial property.
  • Using computers to upload, retrieve, and complete work and perform internet research.
  • Determining the total project cost for disaster repair projects.
At the PDC you will be asked to assist Disaster Survivors to return damaged or destroyed homes, businesses, rentals, non-profits, etc., as well as, personal and business contents back to a pre-disaster condition. This will require the reviewing of supporting documentation which may include estimates, contracts, proposals, plans, drawings, etc. Duties will also consist of auditing receipts, estimates, bids, proposals and invoices to facilitate in the funding of disaster repair and reconstruction projects to completion. These actions will require the use of computers and various online systems and programs for research, data upload, download and retrieval of supporting documentation.

IMPORTANT NOTES:
  • THIS POSITION IS REQUIRED TO REPORT TO THE PDC OFFICE LOCATED AT 14925 KINGSPORT ROAD, FORT WORTH, TX 76155.
  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.
  • A valid driver's license may be required.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week; may include holidays).
  • Salary is non-negotiable.
  • The PDC Ft. Worth, TX location is conveniently located near the Dallas-Fort Worth International Airport and DART/TRE Station.

  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • Credit score below 500 may negatively impact consideration in the hiring process.
  • This is a non bargaining unit position.
  • U.S. citizenship is required.
  • You may be required to complete a one-year probationary period.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. You may qualify based on experience, education or a combination of both.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience must demonstrate the following:

  • Estimating quantity and cost of materials and labor for constructing or repairing homes and businesses;
  • Completing work assignments using computer equipment and programs;
  • Preparing and/or reviewing reports related to the repair or replacement of damaged personal, real, or business property; AND
  • Applying or working with the methods, materials and/or construction practices employed in conventional structures.
*In addition to the above specialized experience, applicants must indicate proficiency in utilizing Microsoft Office programs, such as Word and Excel on their resume.

Education

If qualifying based on education, you must submit transcripts to be eligible.

GS-11: Must have a Ph.D or equivalent doctoral degree in a related field, such as engineering, architecture, building or construction, or other fields related to the position from an accredited college or university, or 3 full years (54 semester hours or equivalent) of related progressively higher level graduate education leading to such a degree.

OR

A combination of experience and education as indicated above.

For this vacancy, the People Operations Disaster Division will use a Category Rating system to refer qualified applicants for consideration. This is a three-step process.   • Qualified - an overall basic level of knowledge, skills and abilities related to this position.
