This position is located in Integrated Support Services (lSS), Customer Experience Operations Division (CEOD) and reports directly to the Director of ISS. The incumbent of this position serves as the Business Program Manager of several operating programs and technical expert advisor to the Director of ISS. The incumbent is primarily responsible for providing oversight for the Library's Administrative Copier, Mail and Freight Management Services, and Printing Management programs. Responsibilities for these programs result in integrated direction and management of programs to include quality and production, supply chain, risk management, financial and business systems and their interrelationship to program performance. The incumbent is also responsible for developing program strategies, outreach activities, leading special p projects, conducting analytical and evaluative studies, and providing advice and guidance on other business and technical issues as appropriate. The incumbent supervises a group of employees and contract personnel who perform work in support of program goals and objectives.

The incumbent strategically targets products and services that expand ISS' core capabilities. Such actions provide ISS the means to act as a cohesive unit in related business areas, improving efficiency, reducing costs, and better leveraging partnerships, all to the benefit of the CEOD and the Library of Congress mission, its outreach activities and services to stakeholders.

Supervises employees performing work up to the GS-13 level. Provides administrative and technical supervision necessary for accomplishing the work of the office.

Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance and conducts work performance critiques.

Provides leadership in the planning, direction, and development of complex functions associated with the Administrative Copier, Mail and Freight Management Services, and Printing Management programs.

Participates in the development and documentation of long- and short-range planning efforts. Reviews long- and short­ range plans, resource projections, priorities, justifications, etc. Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional program resources. Serves as Contracting Officer Representative (COR) overseeing complex service contracts requiring technical knowledge and familiarity with contract policies and procedures. Collaborates with the Library's Office of Contracts Management to prepare requests for proposals, invitations for bids and other technical proposals to negotiate new or revised contracts or subcontracts for programs, equipment and services.

Conducts analysis of statistical data and comprehensive evaluations of ongoing operations to ensure program goals are met and identifies areas where operational efficiency can be enhanced. Reviews productivity in all areas, monitors problem areas, and oversees implementation of solutions.

Plans and develops strategies for maximizing the potential of outreach program opportunities, enhancing ISS' visibility and interactions with Library organizations that might not otherwise have full access to program services. Formulates and implements plans to raise the awareness of and/or fill in the gap of existing services provided by ISS.

Plans and coordinates the work efforts of technical personnel in conducting conceptual business systems analyses and studies of highly unstructured and interconnected problems involving both difficult technology and complex human relations or programmatic issues. Plans and analyzes new business process methods or techniques of material significance to solving important business problems with unprecedented or novel aspects.

Originates and establishes unique methods and applications that provide· innovative solutions to complex business issues. Develops original concepts for advanced business systems, controls, or analysis.

Acts as an expert on special projects, advising top management on major program issues. Leads, conducts or participates in complex management studies and reviews, particularly those with wide or significant effect upon CEOD policy, processes, operations, fiscal control and economy and those where the boundaries of the studies may be broad. Organizes assigned projects and plans and directs project teamwork.

Provides expert advice and guidance on broad programs and projects with Library-wide impact. Guidance requires extensive interpretation for many different and unrelated program processes and methods such as interpretations of LC Regulations and advice on revisions to existing policies and programs to meet requirements.

Performs various other duties as assigned.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
