This position is located in the National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AKFSC), with one vacancy in either Juneau, AK, Kodiak, AK, Newport, OR or Seattle, WA.

This position is located in the National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AKFSC), with one vacancy in either Juneau, AK, Kodiak, AK, Newport, OR or Seattle, WA.
As a Research Fish Biologist, you will perform the following duties:
Conduct and support Integrated Ecosystem Surveys in Alaska's Large Marine Ecosystems as Field Party Chief and Biologist; apply knowledge of survey design and sampling principles to conduct research trawls and bio/physical oceanographic collections and to sample and process research catches according to established ecosystem survey protocols.
Derive design-based and model-based relative abundance estimates for fishes from integrated ecosystem surveys conducted in Alaska. Lead statistical modeling of spatial dynamics and distributions of Alaska fishes in relation to the environmental conditions and conducts research that focuses on improvements to connecting these data to fish assessment models.
Perform and plan research to optimize ship-based survey-design and to utilize new technologies for ecosystem assessments to provide real-time estimates of relevant ecosystem indicators for ecosystem status reports to North Pacific Fisheries Research Council and Plan Team.
NOTE: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.
This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-3 is equivalent to the GS-11.

CONDITIONS OF EMPLOYMENT:
At sea deployments for up to 40 days per year at various times of the year are anticipated with individual trips spanning up to 20 days each. Sea duty will necessarily involve operations in remote and offshore areas of the North Pacific Ocean with daily duties that are conducted in a demanding physical maritime environment that involve fisheries or oceanographic sampling operations while exposed to weather and various sea states, over long, odd hours, and lifting and moving heavy equipment or biological samples (up to 50 pounds) repeatedly during the day, on an unsteady deck, depending on sea state.
Domestic travel for science surveys, as well as domestic and international travel to perform non-cruise tasks and/or to attend meetings will be expected. A valid driver's license to operate a federal motor vehicle will be required.
A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

EDUCATION
BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
EDUCATION: Research Positions: Applicants must show that they have a degree with major study in biology, zoology, or biological oceanography that included at least 30 semester hours in biological and aquatic science and 15 semester hours in the physical and mathematical sciences. This course work must have included:
At least 15 semester hours of preparatory training in zoology beyond introductory biology or zoology in such courses as invertebrate zoology, comparative anatomy, histology, physiology, embryology, advanced vertebrate zoology, genetics, entomology, and parasitology; and
At least 6 semester hours of training applicable to fishery biology in such subjects as fishery biology, ichthyology, limnology, oceanography, algology, planktonology, marine or freshwater ecology, invertebrate ecology, principles of fishery population dynamics, or related course work in the field of fishery biology; and
At least 15 semester hours of training in any combination of two or more of the following: chemistry, physics, mathematics, or statistics.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-3 or GS-11:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Performing fisheries sampling at sea under adverse conditions;
Managing fishery databases, python language and statistical analyses in packages such as R; and
Contributing to the development of peer-reviewed scientific publications.

SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree.
-OR-
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.
Note: Only graduate education in excess of one year is qualifying for combination.
Education
