Location of Position: GSA IT/Office of Acquisition IT Services (IQ)/Market Research and Digital Experience Services (IQSM) AND Integrated Award Environment Systems (IQGI)
IQ - Provides system development, operational and management services for Federal Acquisition Services (FAS) business applications. 
IQSM - Responsible for the operations and maintenance/development, modernization and enhancement (O&M/DME) of FAS acquisition market research and pricing tools such as BUY.GSA.gov and Acquisition Gateway.
IQGI -   Responsible for the O&M/DME of government-wide acquisition systems including SAM.gov.

  • Responsible for the day-to-day personnel management and operations of the division to ensure productivity and efficient use of resources, sets and adjusts short-term priorities; perform hiring, performance management, mentorship, coaching, recognition, and leave approval for government personnel.     
  • Responsible for Division financial management, to include, but not limited to: budget formulation and execution, IT acquisitions and purchases, and determines the best approach or solution for resolving budget shortages.    
  • Partners with the Federal Acquisition Service (FAS) in order to ensure the system meets business requirements, and provides consultative support to improve business process/practices, in coordination with technology  modernization and transformation initiatives.
  • Fosters best practices around digital strategies and emerging technologies; loosely coupled architectures with the overall goal of delivering more capabilities that enable the mission in more effective and efficient ways.
  • Reviews and monitors program and project progress and adherence with the organization's vision, mission, and objectives, recommending actions and proposed changes to ensure these projects are successful and remain in alignment with strategic initiatives; proactively identify potential issues which may impede their successful implementation. 
  • Serves as a liaison to senior leadership within the agency to convey information regarding enterprise application activities, policies and goals; to clarify procedures; and to interpret directives and/or other governing regulations as needed. 
  • Reviews and/or prepares highly technical reports and/or papers on important and extremely complex matters which influence not only the immediate work group, but which have widespread impact in terms of current and/or future programs.

The GS-15 base salary range starts at $136,908 (based on Step 1, outside of locality pay areas) to $183,500 (San Jose-San Francisco-Oakland, CA includes locality pay). Locality pay will be determined once the duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Information Technology Management Series 2210.

SPECIALIZED EXPERIENCE:  

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).

Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.

Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.

Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience leading matrixed teams of government and contractor staff in managing an IT portfolio with a variety of technologies supporting diverse business organizations; implementing COTS, cloud, open source and emerging technology solutions and initiatives, following IT security policies, that make the agency more effective and efficient in supporting its customers; leading large transformation initiatives to modernize complex legacy business systems using Agile Development and DevSecOps methodologies; and conducting life-cycle cost studies, budget formulation, acquisition management and performance management of application development, operations and maintenance.

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Skill in managing the day to day personnel divisional operations to ensure productivity utilizing available resources.
  2. Knowledge of financial management principles, concepts and practices  to include, but not limited to: budget formulation and execution, IT acquisitions and purchases, to determine solutions for resolving budget shortages.
  3. Skill in applying IT concepts, principles, methods, industry standards and practices to improve business processes.
  4. Knowledge of information technology systems concepts, principles and emerging technologies to ensure business requirements are met.
  5. Skill in project management principles, methods, and practices to ensure alignment with strategic objectives.
  6. Skill in IT analytical methods and techniques to conduct IT planning assessments to implement solutions to business strategies. 
  7. Skill in oral communication to serve as liaison to senior leadership to convey information.
  8. Skill in written communication to prepare technical reports to influence work groups who have impact on current and future programs.
  9. Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 
  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
