Duties

Help

The incumbent of this position performs program development, assisting with data collection, analysis of trends, and implementation of best practices. The position provides staff support including office operations, information management, coordinates and integrates information necessary to the effective and efficient operation of the program which includes the PCAFC and the General Caregiver Program..

Duties include but not limited to:

  • Program Support:
    • Coordinates and implement a comprehensive outreach initiative designed to facilitate the delivery of services to caregivers and their Veterans at their respective locations.
    • Serves as the first point of contact and subject matter expert regarding questions about the program, coordination of referrals, building community partnerships, caregiver utilization, data reporting, and any other administrative support tasks required to support the program at the facility level.
    • Provides resources and referrals to Veterans and Caregivers, who are seeking caregiver support services, regarding program services, concerns, appeals of decisions and ratings.
    • Provides guidance on the appeals process and advises on whether or not the Veteran and caregiver followed the proper steps at their local facility.
  • Data Management and Reporting:
    • Locates, organizes, develops, and reports on all data for performance measures presents to the care team and the Caregiver Support Program staff weekly.
    • Compiles quarterly reports which are presented to VAMC leadership and the VISN program office.
    • Assists in the planning, review, and reporting of data/statistical results of program/project studies; performs basic analysis of the data and generates a variety of reports; coordinates incoming data from a variety of sources, reviews documents and reports for omissions and inconsistencies, and ensures data entry is complete and accurate.
    • Enters pertinent data into an automated tracking system and maintains program-specific data in automated systems to track suspense on items such as project milestones, progress reports, accomplishments, compliance strategies, etc.
  • Administrative Support:
    • Performs non-medical telephone triage and brief assessment; assists Veterans, families, medical center staff and community agency personnel who are seeking Caregiver Support services.
    • Identifies and contacts available clinicians in response to urgent needs of Veterans, families, and caregivers.
    • Screens all calls and visitors for the CSP, answering most questions on established policy or routine matters.
  • Budget Management:
    • Designs and maintain a tracking system for the Caregiver Support Respite Program expenditures and referrals.
    • Tracks quarterly Bene-Travel cost, tracks all PCAFC quarterly visits, and maintains record of all associated reimbursement costs.
    • Tracks and reports monthly and annual CSP funding for assigned program fund control points with the assigned CSP staff.
    • Prepares yearly funding requests.
  • Other duties as assigned.

Qualifications

Current Title 38 Hybrid employees: To qualify for a Title 5 position based on the Interchange agreement, you must meet the following:
1. Be currently serving under a permanent appointment.
2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement.

Current permanent Veterans Canteen Service employees may apply for consideration under this vacancy announcement.

Salary Range:
$46,696 - $60,703

QUALIFICATIONS:

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at the GS-06.

The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-07 Specialized Experience: Applicants must have one full year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Serves as the first point of contact and subject matter expert regarding questions about the program; prepares materials for trainings, presentations, and "National Family Caregiver Month" information tables, and Caregiver Support Steering Committee meetings; accesses various databases such as CARMA, Palantir, V-Signals; obtains reports, filters information, analyzes, summarizes, and provides reports to CSP Program Manager (PM); providing resources and referrals to Veterans and caregivers; monitors and evaluates caregiver activities, assessments, and enrollment processes and makes recommendations for improvements for the Caregiver Support Programs; performs non-medical telephone triage and brief assessment; assists Veterans, families, medical center staff and community agency personnel who are seeking Caregiver Support services.

Education: There is no education substitute at this grade level.

Physical Requirements: The work is primarily sedentary although some walking, stooping, bending, reaching, and carrying loads weighing up to 20 pounds is required.
