Initial appointments are made lasting longer than 1 year, but not to exceed 4 years. GSA, may extend an appointment up to 4 additional years (8 years total). No individual hired under this DHA can serve in excess of 8 years with GSA, and cannot be transferred to positions that are not IT positions.   • TTS is seeking to fill ONE TERM appointment at the GS-14 level.
  • This is a virtual/remote position.
  • Duty station to be determined upon selection.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:

GS-14:

Supervisory:

  • Directly manages and supports a cohort of early-career technology Fellows.
  • Designs and delivers their learning and development throughout the two-year cohort experience.
  • Identifies and provides appropriate training, developmental assignments, and support.
  • Develops and maintains strong working relationships with partner agencies and supports the learning and development of Fellows while on assignment by augmenting project specific support offered by the Fellow’s placement agency and team. 

Senior IT Expert in Data Management:

  • Supports Fellows in data management functions such as: analyzing and defining data requirements and specifications; designing, normalizing, developing, installing, and implementing databases; maintaining, monitoring, performance tuning, backup, and recovery of databases; installing, configuring, and maintaining database management systems software.
  • Provides expert IT technical advice, leadership, and direction on all data management related issues for the improvement of the product, platform, or services associated with assigned initiatives, projects, and/or agencies.
  • Facilitates a work environment that encourages creative thinking and innovation; designs and implements agile, human-centered, cutting-edge data management projects, products, and/or services.

The GS-14salary range starts at $116,393 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is:

  • Experience managing or supervising staff that provide or support delivery of modern IT product(s), platform(s), or service(s);
  • Experience leading the overall planning, management, and direction of a program or of projects;
  • Experience as a data science & analytics practitioner in a technical environment;
  • Experience with agile or iterative development methodologies;
  • Experience building relationships and alignment with partners and/or stakeholders.

  • Expert knowledge of IT techniques and requirements within the federal government and current and emerging IT solutions (i.e., software, applications, programs, and/or services) needed sufficient to work with partnering agencies in quantitatively and/or qualitatively analyzing complex IT program operations and mission requirements, apply IT concepts to efficiently and effectively meet those requirements and assess and improve IT program operations, and research a wide variety of technology issues and demonstrate their importance to partner agencies. 
  • Expert knowledge of advanced IT data management (e.g. data mining/storage/warehousing; database management systems, operating systems, technical architecture, network topology) principles, concepts, methods, standards, and practices and related skill in applying them in their interrelationships with other IT specialties; new IT developments; emerging technologies and their applications to business processes; IT project management principles, methods, and practices.
  • Mastery of all stages of IT project, product, and service development and related ability to provide subject-matter expertise to support and improve IT program effectiveness and efficiency and related knowledge of IT programs and services integration sufficient to develop solutions to data management issues/problems and coordinate administration of USDC operations that meet partner agency business requirements. 
  • Expert skill navigating complex governmental organizations and their personnel structures to identify and/or collaborate with key decision makers and other stakeholders for the purpose of planning, carrying out, and completing high-profile, important/critical, and/or intensive IT project work and activities.
