Develop procurement policies and procedures, management techniques, and concepts applicable at the operational level.
Prepare implementing instructions to new or changed acquisition policies or directives.
Develop position papers and briefing materials related to all phases of contracting and the long range acquisition planning process.
Assist in managing the Acquisition Compliance Program, thereby, ensuring all DHA contracting actions have been prepared and processed in accordance with applicable statutes, regulation, and good business judgment.
Schedule, prepare for, and participate in the DHA internal acquisition compliance review (ACR) process.
Conduct independent pre-award reviews of solicitations or related contractual documents to determine compliance
Responsible for maintaining the TRICARE Contracting Officer warrant program and making recommendations related to issuance of Contracting Officer warrants.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
One year trial/probationary period may be required.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes implementing changes in law, regulations and/or directives in acquisition processes and procedures; developing contracting policies, procedures and/or guidance material; conducting quality reviews of contract types; reviewing procurement operations for compliance with laws, regulations and/or policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02).
