Summary

The Staff Acquisition Group is part of a nationwide network established to support the Human Resources Solutions (HR Solutions) mission to provide Federal agencies and offices with a comprehensive range of HR management services. The incumbent provides expert advice and technical guidance related to Federal recruitment and examining both internally to SA employees and externally to other organizations within HRS and OPM, and current and potential customer agency customers.

Duties

Help

If selected, you will be part of OPM, Human Resources Solutions, Federal Staffing Center, Staff Acquisition Group. We provide HR products/services to meet the dynamic needs of the Federal government recruiting candidates for cyber security, public safety, public health, and other occupations. Identify best practices, implement HR software, and provide technical HR training.

Duties:

  • Serve as a consultant to Federal agencies providing advice, guidance, and metrics on all phases of the recruitment and placement process.
  • Use USA Staffing, OPM's talent acquisition system, to prepare job announcements, assessments, and referral lists for customer agencies under various hiring authorities.
  • Interpret and apply human resources rules and regulations (such as delegated examining and merit promotion procedures) to provide guidance to applicants and hiring managers on a variety of staffing issues.
  • Onboard candidates for Federal positions.
  • Serve as a project manager implementing hiring initiatives across Government.
  • Describe OPM capabilities to potential customers and provide substantive input in the development of proposals.
  • Perform onboarding services including pay setting and preparing tentative and final job offers.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Minimum Qualifications:
A. GS-09: Applicant must demonstrate one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-07 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all the following duties:

  1. Drafting job announcements and assessments using an automated talent system;
  2. Researching human resources guidelines and regulations to perform staffing work;
  3. Adjudicating applicants for veteran's preference and eligibility; AND
  4. Responding to inquiries from a variety of audiences.

OR

B. I have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field that provided the knowledge, skills, and abilities to do the work of the position. NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim.

OR

C. I have a combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 18 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify. (NOTE: Transcripts, official or unofficial, must be provided.)


Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS9 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
