Help

As a Fishery Reporting Specialist, you will perform the following duties:

  • Engage members of the fishing industry with meeting regulatory and fisheries catch and landings reporting requirements to improve the quality of fisheries data that support science and policy decisions.
  • Collect, improve, provide, monitor and analyze information in order to education stakeholders, identify and report on new policy or other issues and to assess industry standards.
  • Interpret laws, regulations, policies and programs to identify potential impacts and provide training for marine fisheries while providing assistance for testing and evaluating new software.
  • Engage with, build and maintain relationships, and act as liaison between marine fisheries stakeholders, federal offices and/or the public to gather concerns, provide information, or analyze reports.
The duties described are at the full performance level of the ZA-3 grade; the duties at the ZA-2 are developmental leading to the ZA-3 level.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

Salary:
ZA-2 = $52,527 - $91,984
ZA-3 = $77,738 - $121,128

The ZA-2 is equivalent to the GS-7/10.
The ZA-3 is equivalent to the GS-11/12.

Qualifications

EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-02 or GS-7 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-01 or GS-05 grade level in the Federal service. Specialized experience MUST include all of the following:

  • Assisting with gathering and disseminating fisheries or other natural resource data in support of science-based resource management; and
  • Assisting with gathering and communicating fisheries information to audiences.

OR

SUBSTITUTION OF EDUCATION: 1 year of graduate-level education

OR

Superior Academic Achievement. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 2.9 or higher out of a possible 4.0( B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.3. Election to membership in a national scholastic honor society in one of the national scholastic honor societies recognized by the Association of College Honor Societies.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of graduate-level education and experience, as described above, may be used to qualify for this position.



To qualify at the ZA-03 or GS-11 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-02 or GS-09grade level in the Federal service. Specialized experience MUST include all of the following:
  • Gather and disseminate fisheries or other natural resource data in support of science-based resource management.
  • Provide and communicate information on new regulations, policies, or procedures to diverse audiences that will impact fisheries.
  • Participates in stakeholder outreach and engagement activities related to fisheries or other natural resource management.
OR

SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Special Instructions for Foreign Education: Education completed in foreign colleges or universities must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. CTAP applicants MUST submit the following documents:

Non-Competitive Reinstatement to a Higher Grade/Band than Previously Held MUST submit the following documents:
1. SF-50, "Notification of Personnel Action: you must provide the most current Notification of Personnel Action (Form SF-50) that verifies career/career-conditional status, title, series, and highest grade level held on a permanent basis for your previous position. (do not submit an Award SF-50) AND, the SF-50 that verifies your separation date; AND.
2. Performance Appraisal - most recent performance appraisal showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable. Do not submit a performance plan that does not include this information.
