Duties

  • The duties may include, but are not limited to:
  • Plans, directs and coordinates Budget Analyst activities and advises on their use and integration within Budget Division activities to accomplish Agency financial management..
  • Directs, manages, and coordinates budget activities for the Branch and oversees the total budget operation for assigned programs and activities for assigned programs and activities..
  • Identifies the need for policy and procedural changes within the Budget Office and makes appropriate recommendations for their development and implementation.
  • Recommends policy and implements reprogramming of funds for all assigned AMS programs on a continuous basis to ensure implementation of Agency and Administration policies.
  • Formulates and recommends budgetary policies and programs for the Director?s approval. Develops and maintains guidelines and standard operating procedures.
  • Directs and coordinates the formulation of the consolidated Program and Financial Plan and Annual Budget to ensure consistency.
  • Develops testimony and justification material for, and participates in the presentation of, budget estimates and requests before the Department, OMB, and Congress.
  • Coordinates the Budget Division?s review and correction of formal Appropriation Committee testimony.
  • Exercises overall direction over the authorized activities of the Branch, directing and coordinating the work through key subordinates assigned immediate responsibility for broad segments of the Branch's programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Analyzing and evaluating complex Agency financial operations based on solid understanding of pertinent Federal laws, regulations, policies, and precedents, reimbursable funds management, user-fee programs, and investments.
  • Leading or guiding others in developing accurate, meaningful resolutions to critical and complex budget issues using Federal financial accounting systems. Assigning and reviewing work to ensure timely performance, soundness, and value. Monitoring work progress, adhering to methods and procedures.
  • Analyzing complex, detailed financial information such as billings and collections, complex national-level program accounting reports (including cooperative and cross-utilization agreements), and workload information to accurately anticipate, track, and report all budget execution decisions.
  • Communicating orally and in writing with Agency and Administration leadership to advise them on highly complex budget and finance-related matters using clear, concise, plain-language narratives.
  • Cultivating and maintaining effective working relationships with both internal and external colleagues, with particular emphasis on team building and positive morale.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.   • Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
