This position is located in the Financial Services Center, Austin, Texas. Incumbent will serve as a Systems & Procedures Analyst who is responsible for ensuring Legislation, VA manuals and standard operating procedures are documented and adhered to in the Program areas within the FSC.

Specific duties include:

  • Ensures validity of data and validates a variety of accounting data that is entered into schedules and accounts.
  • Coordinates the presentation of and presents information supporting administrative internal operating programs covering all echelons and components of the agency.
  • Provides analysis and advice in the design, adaptation, or installation of automated accounting systems.
  • Performs a range of reviews associated with either financial or operational reviews of internal operating programs.
  • Interprets reports and data. Ensures validity of Data.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-9, GS-11.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2023.

Basic Requirement: Qualifying baccalaureate or graduate degree from an institution of higher education within the previous two years. Veterans who were precluded from applying due to their military service obligation (of not less than 4 years) begin their 2-year eligibility period upon release or discharge from active duty.

Education: You must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in using various systems to extract data from in order to construct and provide data results to internal and external customers.

Combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Education: You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in using various systems to extract data from in order to construct and provide data results/reports to internal and external customers through the use of statistical techniques such as interpreting and analyzing data.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
