Duties

Help
  • Follows established criteria to install, configure, and maintain appropriate systems software and common off the shelf products (COTS) and to install updates and temporary fixes to existing programs.
  • Receives user problem calls and determines solutions for problems related to systems software and common off the shelf products (COTS).
  • Performs work involved in maintaining the functionality and availability of the system, such as maintaining, optimizing, and troubleshooting hardware and software.
  • Assists in identifying and specifying business requirements for new or upgraded computer hardware equipment and develops basic specifications.
  • Participates in defining IT security requirements, implements and supports IT security applications. Participates in identifying and writing specifications to meet IT security requirements at the system or network server level.

Qualifications

To be eligible, applicants must meet one of the following requirements;

Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; or

Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.

In addition to meeting the eligibility requirements above, applicants must possess the experience requirements as follows:

Basic Qualifications: Must have information technology related experience demonstrating each of the four required competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail; Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. (Note: This experience must be demonstrated on your resume/supporting documents.)

Minimum Qualifications:

GS-7: Must have at least one full-time year (52-weeks) of specialized experience equivalent to the GS-05 level in the Federal service performing the following tasks: 1.) assisting in the development of comprehensive plans for the development and delivery of IT goods and services based on organizational priority and Program and Agency goals and standards; 2.) helping maintain the LAN/WAN and serves to ensure network devices (e.g. switches, routers, AWANs, etc.) are working properly, updated as needed and provide the required performance for success of the Program?s mission; and 3.) assisting in the managing of PC configurations, installations, updates and upgrades for all office locations ensuring security of the system and backup procedures are followed. OR

Must have successfully completed a full 4-year course of study leading to a bachelor's degree with a major in any related field AND superior academic achievement. OR

Must have one full year (18 hours) of graduate level education in one or more of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology business management or other related field of study. OR

Must have a combination of the type of graduate education described above and the type of experience described above. (You must submit a copy of your transcripts to verify education.)

GS-9: Must have at least one full-time year (52-weeks) of specialized experience equivalent to the GS-07 level in the Federal service performing the following tasks: 1.) working with the upper management and senior leaders to determine current and long range PC needs for the organization; 2.) assisting with server maintenance and security by completing duties, such as, managing the creation and deletion of user and email accounts, managing share and permission properties, performing operating system upgrades and ensuring backup procedures are followed; and 3.) working closely with the Senior System Administrator to correct all high level security violations immediately, such as, working with users to rectify identified problems. (Must be reflected in resume.)

OR

Must possess a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology business management or other degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. Recent Graduate appointments are intended to last for 1 year. Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service. Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position.
