Help

The purpose of this position is to manage and direct Air Traffic Control (ATC) Tower and Radar Approach Control (RAPCON) functions. The scope includes all manpower, organizations, management, and training activities; and provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations.

KEY REQUIREMENTS:
Must possess compatible AFSC in Air Traffic Control.
Must have completed AFOQT prior to or upon notification of selection to position and received qualifying scores for Commissioning Opportunity.
May be required to successfully complete a probationary period.
Federal employment suitability as determined by a background investigation.
Indefinite position may convert to Perm if funding/position is available.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2, and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).

Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ANG employees assigned to the 243 ATCS.
Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.
Area 4: All current military members of the Wyoming Air National Guard.
Area 6: Current and prior service military members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

EDUCATION AND EXPERIENCE REQUIREMENTS:
Air Traffic Controller duties and responsibilities. Dependent on career levels, applicant must have experiences, certifications, and capabilities in the following:

? Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective two-way radio communication; and must have the ability to write English in reports and presentation formats.
? Capable of obtaining and maintaining, within upgrade training time thresholds, all position certifications and/or facility-ratings required to perform ATC duties in a specific air traffic control facility.
? Possess a valid Air Traffic Control Specialist Certificate (FAA Form 7220-1)/Control Tower Operator (CTO) or Appropriate Federal Credentialing certification and authorized to perform air traffic control duties in ANG/ARNG facilities, or proof of partial OJT training.
? ATC Tower Operators, control tower personnel must possess a valid Control Tower Operator (CTO) certificate. This applies to any issuance of air traffic control instructions to airborne aircraft and aircraft on the ground, unless under direct supervision by a qualified air traffic controller. These certificates demonstrate knowledge and skill in meteorology, basic air navigation, standard ATC communications procedures, types and use of navigational aids (NAVAIDS), and directives, regulations, and instructions that regulate air traffic control.
? Position certifications/facility-ratings require practical and academic knowledge of the local air traffic control system and operating intra/inter facility coordination. It also includes communication systems, ATC radios, Local Area Information (LAI) and specific procedures associated with the facility; and,
Obtain and maintain facility-ratings in dual ATC facilities (Radar Final Control/Ground Controlled Approach/Radar Approach Control (RAPCON)/Control Tower).

Applicants must possess valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate.

SPECIALIZED EXPERIENCE:
Must have at least 12 months experience equivalent to at least GS-11 or GS-12, respectively, to include upgrade training time. Experience in a military or civilian air traffic facility; Knowledgeable in facility flight check requirements for navigational aids, radar and radio communications equipment. Experienced in the planning and organizing ATC activities for tower, GCA radar, airspace information centers and verified facility compliance with Army and FAA standards.

NOTE: Education, Specialized Experience, and Certifications will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

COMPATIBLE MILITARY ASSIGNMENTS:
Must possess AFSC 13MX, Airfield Operations or AFSC 1C1XX, Air Traffic Control.

MAXIMUM ENTRY AGE
Any individual who has reached the mandatory separation age of 56 is not eligible for employment or reemployment as an ATC in accordance with 5 USC ?3323(a).

REENTRY INTO A COVERED POSITION
(1) Individuals who are past the maximum entry age limit of 36 but who previously served in covered positions may be reinstated to a covered position only if they:
(a) Meet the applicable qualification requirements for the position.
(b) Have received ATC Specialist Certification according to Federal Aviation Administration (FAA) standards.
(c) Have been qualified and facility-certified in a DoD or FAA ATC facility.
(d) Will be able to complete a total of 20 years of covered service as an ATC by the last day of the month in which they become age 56.

MANDATORY SEPARATION
An ATC Specialist who is otherwise eligible for immediate retirement must be separated from federal service on the last day of the month the employee becomes age 56 unless the employee has not yet completed 20 years of service and a waiver has been granted. In that case, the employee will be separated on the last day of the month in which he or she completes 20 years of service. However, the employee must continue to meet the physical requirements of the position, and if the employee cannot meet those requirements, he or she will have to be removed from the position.

OTHER REQUIREMENTS:
? Must have a valid driver's license.
? Must not have any disciplinary action (Article 15 or court-martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships.

MEDICAL REQUIREMENTS:
? Must have normal color vision; must meet the physical demands rating for heavy lifting work; and must qualify physically in compliance with Department of Defense (DoD)/Federal Aviation Administration (FAA) medical standards.
? Applicants must successfully complete a medical physical and pass a drug test prior to appointment.

KNOWLEDGE, SKILLS, and ABILITIES (KSAs)
? Plans and directs, on a multi-year basis, tasks to be performed by ATC personnel.
? Serves as expert counsel on trends, planning, and developments in the National Airspace System to ensure operational preparedness.
? Ensures ATC services and ATC equipment are provided at optimum operational levels.
? Make determinations on grievances unresolved by subordinates. Originates and/or evaluates employee award nomination packages and approves submission.
Manages and directs facility budget preparation and submits budget to ANG/host base support function.
? Serves as focal point for the use of the squadron's mobile tower and/or MPN-14k radar equipment to provide required ATC service.
? Initiates and composes operating agreements which will facilitate the use of the tactical equipment and ensures the operation will be in accordance with current USAF/ANG/DOD rules, regulations, and policy.
? Must be capable of performing ATC duties IAW Air Force Instruction (AFI) 13-204V3_Air National Guard (ANG) Supplement, Airfield Operations Procedures and Programs.

Education

Completion of high school and college are mandatory. An undergraduate academic specialization in a technical discipline with courses in administration and management is preferred. An undergraduate degree specializing in physical sciences and mathematics is also desirable. Must be a graduate of a formal DoD/Department of Transportation (DOT) Basic Air Traffic Control course.

NO SUBSTITUTIONS ALLOWED FOR EDUCATION TO REPLACE SPECIALIZED EXPERIENCE FOR AIR TRAFFIC CONTROL POSITIONS.

In order to be considered for a commissioning opportunity, the following is required:

a. Completion of high school and college are mandatory. An undergraduate academic specialization in a technical discipline with courses in administration and management is preferred. An undergraduate degree specializing in physical sciences and mathematics is also desirable. (Include college transcripts with application)

b. Must be a graduate of a formal DoD/Department of Transportation (DOT) Basic Air Traffic Control course. (Provide proof with application)

AND

c. Applicants must have been administered the Air Force Officer Qualifying Test (AFOQT) and qualifying scores received. (Provide proof with application)

OR

d. Upon notification of selection, applicant must be administered the Air Force Officer Qualifying Test (AFOQT) and receive qualifying scores.

Attendance and successful completion of Officer Training School (OTS) and Airfield Operations Officer (13M) training is required and failure to successfully complete the requirements may result in termination. Prior experience in airfield management and supervisory experience is desired, but not a prerequisite.
