About the Position: This is a Contract Specialist, GS-1102-12 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Contracting Division.
Directs the acquisition from obtaining all specialized approvals, from any required level, to developing and implementing an appropriate acquisition strategy.
Conducts pre-proposal conferences (may be held at the project site) for prospective contractors.
Ensures that legally sufficient contract documents are completed.
Performs post award procurement work for selected contracts, grants and cooperative agreements and is responsible for selected aspects of contract management and administration.
Serves as a Senior Specialist for assigned lower grade contract specialists who have been assigned responsibility for the award of various types of contracts.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Incumbent may be required to travel/perform Temporary Duty (TDY) 10% of the time.
Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position.
Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
Incumbent is required to obtain and maintain a Contracting Officer's Warrant within 6 months.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Experience with the development, negotiation and issuance of
contracts; AND 2) Experience with various types of contracts. . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
