Duties

Help
  • Performs advanced queries using database and analytical tools (e.g. SQL Server) and programming languages (e.g. Python, R, andJava) to analyze data and develop data-analytical visualizations.
  • Provides data science expertise to a wide range of highly complex initiatives and projects focused on the development of cutting-edge tools and resources to easily access, store, analyze, and exchange complex, high-quality data.
  • Defines data requirements and integration of enabling technologies to collect, extract, engineer, and transform data from traditional and non-traditional sources.
  • Analyzes a variety of data sources to provide data-driven insights to the organization to streamline processes and evaluate the effectiveness of the program operations in meeting established goals and objectives.
  • Designs, implements, and evaluates large, complex analytical applications, projects, and studies, applying a combination of computational and machine learning methods to new or Big Data using next generation analytical tools.

Qualifications

Minimum Education Requirement:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

or

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

AND

Specialized Experience:
For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: participating in the planning, design, development, and implementation of data science techniques and methods; using data analytics to develop data structures, validate data sources, and evaluate data management tools; developing/querying analytical tools and data systems such as Relational Database Management Systems (RDBMS) and SQL systems; and applying Big Data processing languages, computational algorithms including High Performance Computing (HPC), and programming languages (such as Python, R, C#, Java) to develop analytical pipelines, visualizations, and solutions.

Education: Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume, optional cover letter and supporting documentation will be reviewed to determine if you meet the minimum qualifications for the position. You will be evaluated against your responses to the online questionnaire and the use of a Structured Resume Review. Your resume will be evaluated to measure your responses to the online assessment questions. We will compare your responses on the scored occupational questionnaire (True/False, Yes/No, Multiple Choice questions) and place you in one of three pre-defined categories. These categories are "gold," "silver," and "bronze." Your resume must support your responses to the scored occupational questionnaire. If you rated yourself higher on the questionnaire than what is supported by your resume, your overall qualifications assessment may be adversely affected.

During the Structured Resume Review, a Subject Matter Experts (SME) will review your resume to determine your technical qualifications for this position based on the required specialized experience. Applicants passing the structured resume review will move on to the next phase of the assessment process.

Upon completion of the Structured Resume Review, candidates placed in the "gold" category will be identified for referral to the hiring manager and may be invited for an interview. When all candidates are exhausted from the gold category, or at the request of the Hiring Official when there is an insufficient number of applicants (less than 3) in the gold category, additional candidates may be identified for referral to the hiring manager from the silver category and invited for an interview.
