Summary

This position is located on the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Acquisitions Division. This position is responsible for providing acquisitions services and support to FPAC agencies and others through proactive, collaborative, and hands-on acquisition planning, requirement documents development, oversight, policy development and advisory services, and workforce training/certification programs.

Help
  • Provides customer organizations with acquisition forecasting, planning, and requirement documents development (e.g., performance work statement and cost/price estimate).
  • Provides expert technical advice to management and program officials on the interpretation of acquisition and procurement regulations and guidelines and their application to complex issues.
  • Participates with the acquisition management team in taking an active role in the development and implementation of special initiatives related to acquisition, procurement, policies, guidance, practices, and standards.
  • Participates in and represents the team and division in meetings, conferences, and workgroups pertaining to acquisition matters within the division, mission area, and Department.
  • Leads workgroups and teams while promoting effective team dynamics in order to accomplish assigned tasks and functions in support of the programs and activities of the organization.
  • Participates in the development and delivery of mission area and division employee training on acquisition matters.
  • Partners with subject matter experts and counterparts in the Department, mission area, and division to develop and maintain acquisition policies and procedures.
  • Participates in evaluations and audits to assesses compliance of FPAC acquisition programs with Federal, Departmental, and division policy and procedures.
  • Utilizes subject matter expertise and interpersonal skills to influence outcomes, resolve problems, and constructively resolve conflict.

Qualifications

Basic Requirement: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

(Failure to submit proof of education will result in an ineligible rating.)

Exception:
Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on January 1, 2000 (at the GS-1102-13 or higher grade). This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements to qualify for promotion to a higher grade, unless granted a waiver.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements from the paragraphs above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this paragraph, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

In addition to meeting the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement to be considered:

Specialized Experience to GS-13: To qualify for this position you must have one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service. Specialized experience is defined as experience that demonstrates expert knowledge of planning acquisitions, developing requirements documents, acquisition policy/procedures, reporting and analysis, compliance review of contract files, and delivery of training on acquisition-related topics.

Applicants must meet all qualifications and eligibility requirements by the 07/17/2023 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of Education for Specialized Experience at the GS-13 grade level.

College Transcript:
Submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards.
