GS05/06
The primary purpose of this position is: To serve as a Facility Services Assistant in a developmental capacity performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position that is targeted to the full performance CPD 5IR18671, GS-1603-07. All training must be completed and regulatory requirements met prior to promotion.

GS 07
The primary purpose of this position is: To serve as the Facility Services Assistant responsible for translating the
guidance and direction to the Facility Technician Team, ensure execution and to provide training as required for
success. The Specialist also performs the same work as the team members. Conducts maintenance and contractor
security escort work in support of maintenance and contracted work within the USSOCOM facilities.

GS05

  • Performs developmental work assignments. Following instructions given by the supervisor or a higher-graded specialist, performs highly structured work assignments of limited difficulty combined with training that familiarizes the employee with functions and operations of the organization.
  • Performs recurring work assignments. Performs recurring technical assignments where few problems are expected to arise.
  • Participates in special studies and projects. Participates with other specialists in performing work associated with conducting special studies, program initiatives, or projects.
  • Prepares written correspondence and other documentation.
  • Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

GS06/07
  • Acts as facility services assistant by liaising with supervisors in managing the responses to requests for escort support, schedules and escorts contractors, vendors, base level maintenance, safety, and inspection personnel within secure USSOCOM facilities and provide training of Equipment Facilities and Services to include Security upon request.
  • Serves as a minor maintenance repair consultant for USSOCOM facilities.
  • Maintains contact as required with authorized contractors working with USSOCOM facilities.
  • Composes correspondence of a routine and technical and/or non-technical nature based upon oral instructions, brief notes or information which is available in office files and records.
  • Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

  • This is a developmental position; this position may be filled at the GS-05-Target-GS-07 grade level, or this position may be filled at the Fully Qualified GS-07 level based on the qualification of the candidate. (CONT'D)
  • The individual selected for the GS-05-Target-GS-07 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions

GS05
GENERAL EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the basic principles, concepts, and methodology used in facility operations.

OR
EDUCATION:
Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts.

GS06/07
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05/06, or equivalent in other pay systems. Examples of specialized experience includes knowledge to apply the full range of principles, concepts, and practices concerning facilities and equipment operations sufficient to plan, coordinate, direct, and monitor facility operations to determine facility and grounds maintenance and repair needs; prepare statements of work; serve as the COTR; and oversee a program involving limited technical issues and specific and well defined objectives. Knowledge of escort forms, procedures, and requirements related to escorting contractor and vendors sufficient to screen maintenance requests and determine which need to be referred to a specialist; extract information from reports; and provide basic information about escort and maintenance programs. Knowledge of the full range of principles, concepts, and methods of facility administration sufficient to inspect facilities to evaluate use patterns and identify maintenance or restoration requirements; and coordinate and assist engineers to ensure adequate maintenance or restoration of buildings and grounds with minimum disruption. Knowledge of conducting minor repairs, maintenance and contract maintenance workers. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation and shelter operations as applicable to clinics and ambulatory health care centers.


GS06/07
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05/06 level is required to meet the time-in-grade requirements for the GS-06/07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the principles, concepts, and practices concerning moderately complex technical requirements for USSOCOM facilities, contracting, and equipment.
  • Knowledge of basic Air Force budgeting principles, concepts, and practices.
  • Knowledge of safety and security practices for medical treatment facilities and Air Force organizations.
  • Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects.
  • Ability to communicate effectively both orally and in writing.
  • Ability to read and interpret paper- or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintain, and update documents and records.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
