Summary

This position is located in the National Agricultural Statistics Service (NASS) in the Research and Development Division. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will provide professional consultation through processing large amounts of survey data via statistical programs with high technical understanding of data management and techniques.

Duties

Help
  • Serve as the principal investigator for research studies to explore and/or develop new statistical methodologies on projects important to the organization.
  • Create computer programs or system specifications to test new statistical methodologies.
  • Conduct data analysis, interpret the results, and present recommendations to the operational statisticians.
  • Prepare written research proposals, documentation, and reports in conjunction with assigned duties.
  • Participate in training, attend conferences, and maintain an awareness of new methodologies being used in the field of mathematical statistics.
  • Provide research and technical guidance to lower-graded Mathematical Statisticians and serve as a peer reviewer of their work.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements
A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
B. Combination of education and experience: At least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Education:
Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.

In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.

GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience participating in data analysis to prepare the data for various types of reports; and reviewing statistical data.
OR
Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Related degrees may include Calculus, Economics and Statistics.
OR
A combination of education and experience.

GS-12
Specialized Experience:
Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience summarizing mathematical or statistical data for various types of reports; reviewing data to prepare disclosure data; and analyzing statistical data.

Specialized Experience
: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience summarizing mathematical or statistical data for various types of reports; reviewing data lab requests; implementing statistical disclosure limitation techniques to protect confidential data; and developing statistical input and output specifications for probability surveys.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
