The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Management & Program Analyst (Evaluator), you will:

  • Review legislation, reports, policies/procedures, previous reviews by other internal or external reviewing organizations, congressional testimony and reports, and other background information; hold discussions with program personnel to become familiar with program requirements and operations; determine any potential problems; develop required connections to offices, organizations, and program personnel; and identify preliminary scope and course of evaluation assignments.
  • Develop plans tailored to each specific evaluation.
  • Develop and/or modify procedural methods to ensure that thorough and accurate evidence is collected.
  • Meet with HUD top management officials, HUD program personnel, and OIG management to present and explain findings, conclusions, recommendations methodologies, and to answer other questions.
  • Provide clear, detailed, and well-supported criteria, condition, cause and effect for each finding and recommendation.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience:

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service. Specialized experience for this position includes:

  • Researching data on programs or operations, analyzing evidence, and summarizing evidence to support conclusions; AND
  • Assisting in the design of the methodology and scope of evaluations, performance audits, or similar assessments of programs; AND
  • Collecting and analyzing qualitative and quantitative data and using it to identify problems, make conclusions, and provide recommendations; AND
  • Writing segments of reports and other work products that are clear, concise, and well-researched.
OR
  • Ph.D. or equivalent doctoral degree; or
  • 3 full years of progressively higher level graduate education that will lead to such a degree; or LL.M. (Master of Law)
OR
  • Combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:
  • Researching data on programs or operations, analyzing evidence, and summarizing evidence to support conclusions; AND
  • Designing the methodology and scope of evaluations, performance audits, or similar assessments of programs; AND
  • Collecting and analyzing qualitative and quantitative data to determine compliance with requirements, effectiveness, or efficiency; or identify fraud, waste, and abuse; AND
  • Participating in meetings with team members and external stakeholders to elicit information, present findings, explain the significance of conclusions, justify recommendations, and answer questions about work conducted; AND
  • Writing segments of reports and other work products that are clear, concise, and well-researched.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT (CONTINUED):
